((American Rescue Plan Act (ARPA) Final Rule
The Delaware Tribe received $56 million to respond and recover from the COVID-19 pandemic. Part of this process includes ensuring the medical and financial security of its members. The programs are meant to provide Delaware Tribal citizens with financial support in response to the negative economic impacts of the COVID-19 pandemic.
The Delaware Tribe aims to ensure our community has support during the COVID-19 pandemic in ensuring Tribal Citizens have access to healthy living environments.
The Tribe, acting through its Tribal Council, exercises its inherent sovereignty to authorize and administer programs to benefit the general welfare of the tribal community.
NOTICE: As of January 18, 2024, the Homeowner Down Payment Assistance Program is currently closed. All received applications will be processed and a formal acceptance/denial letter will be sent. If you have any questions call Emily or Skyler at (918) 337-6590 ext. 135.
Heating & cooling assistance
The Delaware Tribe received $3.4 million from the Bureau of Indian Affairs to respond to and recover from the impacts of the COVID-19 pandemic. As part of this effort, the Tribe is committed to supporting the health and safety of its citizens by helping them manage extreme heat during the summer months. The Cooling Assistance Program is designed to provide Delaware Tribal citizens with resources to maintain safe indoor temperatures, whether through access to air conditioning units, utility support, or other cooling-related assistance.
Many Native American communities face unique challenges due to geographic isolation and infrastructure limitations, making it difficult to cope with extreme weather. Excessive heat can pose serious health risks, particularly for elders, young children, and individuals with preexisting medical conditions. The Cooling Assistance Program seeks to address these risks by ensuring Tribal members can stay safe, cool, and healthy during high-temperature events
Eligibility
1. To qualify for this program, the applicant must be:
1. An enrolled member of the Delaware Tribe of Indians;
2. Provide all required supporting documentation; and,
3. Submit a completed application to the Delaware Tribe’s American Rescue Plan Act (ARPA) Department.
2. Application and Supporting Documents
1. The following items are required in order to be considered for funding:
1. Completed Heating & Cooling Assistance Program Application;
2. Tribal Membership Verification;
3. Itemized bill for all costs being covered by Program from the Utility Provider and in the name of the Delaware Tribal Member applying; and,
4. Copy of State-Issued Photo ID
Potable Water Program
The Delaware Tribe’s American Rescue Plan Act (ARPA) Aid to Tribal Government Potable Water program is to provide economic relief to Delaware Tribal Members in response to the COVID-19 Pandemic. To ensure safe and adequate water for drinking, cooking, bathing, and cleaning.
The Delaware Tribe intends to serve all Delaware Tribal Members, regardless of income, that show a need for assistance in paying their water cost due to cut off notice or services needing to be reinstated.
Delaware Scholarship Program
This program intended to provide financial assistance for Delaware Tribal members who are enrolled in higher education, ensuring that Tribal members have access to adequate funding to support their post-secondary education. The Scholarship Program is meant to provide Delaware Tribal members with financial support for affording College/University
The Delaware Tribe of Indians has set aside $100,000 to introduce the Scholarship Program to assist Tribal members access and afford higher education. Eligible full-time applicants will receive up to $1,000 in scholarship funding, and part-time applicants will receive $500 in scholarship funding.
Applications will be received on a rolling basis, and approved applications will be notified until program funds are depleted.
Application Requirements:
- Completed Application
- Delaware Tribal ID
- Proof of higher-education enrollment to include-letter of acceptance, most recent transcript reflecting 2.0 GPA or higher, and course schedule.
Counseling Services
This program is open for all Delaware Tribal Members who expresses the need for services. Recognizing the public health emergency, necessary mitigation measures like social distancing, and the economic downturn have exacerbated mental health and substance use challenges for many Americans.
Eligibility examples:
- Mental health / Substance misuse treatment
- Peer support or recovery coaching
The Delaware Tribe of Indians and Samaritan Counseling in Bartlesville have teamed up to offer Tribal Members up to 8 sessions per Tribal Members.
If the Tribal Member lives out of town or out of state, provisions can be made. Please provide on the application, contact information for the facility that is in your area that you are wanting to utilize.
