IMPORTANT NOTICE: UPDATED INFORMATION REGARDING 2022 TRIBAL ELECTIONS

The July 2022 issue of the Delaware Indian News contained incomplete information concerning the 2022 Tribal Council, Trust Board, and Judicial Elections. We deeply regret this error and any confusion it has caused. We have updated the digital edition of the DIN found on this website to contain the correct information, and we present the corrected Election Bulletin on this page along provide a link to the updated Declaration of Candidacy form and the updated DIN for your convenience.

As a reminder the Candidate filing period is now open and ends on September 1, 2022. No Exceptions.

2022 Delaware Election Bulletin

  • Election Day is Saturday November 5, 2022
  • The Chief Seat, (3) Tribal Council seats, (3) Trust Board seats, and (1) Associate Tribal Judge seat are up for election.
  • There will also be a Special Question on the ballot.
  • All registered voters can choose either to vote in person or by a Absentee Ballot via the U.S. Mail
  • All tribal members that voted in 2016, 2018, or 2020 will automatically receive an Absentee Ballot
  • Tribal members not voting in 2016, 2018, or 2020 wanting to vote by Absentee Ballot will need to ensure their request for an Absentee Ballot is post marked by October 17, 2022
  • There will be one polling place(s) for those members wanting to cast your vote in person:

Attention 2022 Candidates

The information sent to the Election Board will NOT automatically be forwarded to the Delaware Indian News (DIN) for publication. The DIN will provide free publication of candidate bio/article for all declared candidates in the October 2022 issue. Send your candidate information in the form of an article along with a photograph if desired. The articles must be publication ready as follows:

  1. May be no longer than one (1) 8.5 x 11 inch page
  2. Typed in 12 point font or larger
  3. Must be submitted in Microsoft Word or Rich Text format
  4. Publication-ready material must reach the DIN staff no later than 5 P.M. on September 15, 2022

New Home and Healthcare Assistance Programs Available Now

APPLICATION FOR HOME AND HEALTHCARE ASSISTANCE

UPDATE: The ARPA Home Repair Program is no longer accepting applications, but members may still apply for funds from the Homeowner Down-Payment Assistance Program. For further questions contact Sarah Boyd at sboyd@delawaretribe.org.

The Delaware Tribe of Indians is pleased to offer various programs for Tribal Citizens. Funded by the American Rescue Plan Act (ARPA), these programs are intended to provide economic relief for Delaware Tribal Citizens in response to the COVID-19 Pandemic. The following programs you may be eligible for are 1) Homeowner Down Payment Assistance Program or 2) Healthcare and Long-Term COVID Recovery Program. Each program has unique guidelines. For detailed information, please see below.

Homeowner Down-Payment Assistance Program: The Delaware Tribe of Indians is aware of the need for housing for its Tribal Members. In response to this shortage of homes, the Tribe is creating a down payment assistance program to remove the barrier between Delaware Tribal Members and home ownership. By assisting with closing costs, the Delaware Tribe aims to address the housing crisis and assist their Tribal Members in attaining adequate and affordable housing.
The Delaware Tribe will assist with up to $5,000 in assistance for closing costs on a new or refinance mortgage transaction. There is not income limitation for this program, and all Delaware Tribal Members are encouraged to apply. However, special priority will be given to individuals at or below the Federal Poverty Guideline and with other qualifying factors (see application below).

Healthcare and Long-Term COVID Recovery Program: This program intended to provide economic relief to Delaware Tribal Members who are uninsured, underinsured, or need assistance paying medical bills as a result of a COVID-19 diagnosis. Some individuals who have contracted the COVID-19 virus have long-term health implications that require ongoing health treatments or the purchase of medical supplies. This program will help those individuals in payment of their medical bills.
There is not income limitation for this program, and all Delaware Tribal Members are encouraged to apply. However, special priority will be given to individuals at or below the Federal Poverty Guideline and with other qualifying factors (see application below).

ANNOUNCEMENT: Tribal Offices To Operate Appointment-Only Effective January 24, 2022

Due to the recent rise in COVID-19 cases in our community and in general, EFFECTIVE MONDAY JANUARY 24TH the Delaware Tribe of Indians tribal offices will operate on an appointment-only basis. At that time, the Title VI Food Service program will switch to curbside service. We are constantly assessing the situation, and further information will be provided as the situation evolves. The Delaware Tribe of Indians thanks you for your patience and understanding at this time.

Delaware Tribe of Indians COVID-19 Childcare Credit Program Application Now Available

The Delaware Tribe of Indians received funds from the CARES Act. The funds are authorized as a General Welfare Exclusion (GWE) program and were adopted via motion by the Tribal Council on June 19, 2021. The COVID-19 pandemic has brought to light the lack of safe, reliable, and affordable childcare options for the citizens of Delaware. In many cases it caused a closure of facilities and at-home childcare providers. This plagued long waitlists for those that stayed open, ballooned costs, and safety concerns. Therefore, Tribal Council has made a Childcare Credit Program available to qualified tribal members in the amount of $3,000 per child that was between the ages of 0-5 years old as of March 27, 2020.

This application must be fully completed to be accepted. The program will be administered on a first-come, first-serve basis until funding is available. Payments will be processed approximately 30 days after verification of an approved application. Applications must be received by the Tribe on or before Friday, October 31, 2021.

COVID-19 Emergency Rental Assistance Program

NOTICE: DTI housing program still has COVID-19 Emergency Rental Assistance funds.

Please use the attached application and return to the Delaware Tribe of Indians Housing Department with all the documentation listed in the instructions.

The DTIs’ IHBG (Indian Housing Block Grant) COVID-19 Emergency Rental Housing Assistance Program is designed to assist low income Native American families with emergency rental housing related assistance. Assistance may include deposit and/or monthly rent, temporary lodging, lot/site rental for manufactured housing, and may also include utility charges, but DOES NOT include repairs or installation of items for the unit. Current residents of DTI affordable housing are not eligible for this assistance.

This program is limited to one-time assistance and is only to be provided during the COVID-19 pandemic emergency and is provided on an urgent basis and is temporary in nature and must be used in prevention, preparation and/or response to the COVID-19 pandemic.

This assistance can only be provided to those families who have not yet received any similar assistance from the Delaware Tribe or other source. Special exclusions or restrictions on units built prior to 1978 apply, due to lead-based paint requirements. In no such case shall the term of the assistance or lodging provided exceed 100 days regardless of whether or not the entire $1,000 award has been exhausted. The Delaware Tribe reserves the right to recapture or award a lesser amount in such cases. If approved for assistance, the voucher will be mailed directly to the vendor, landlord or utility company.

INSTRUCTIONS: Please read carefully and submit a completed application with all required documentation. Incomplete applications will not be processed. Due to the flexibility of the program, applicants must submit documentation specifically related to their request for assistance. Applications may be submitted online with electronic documentation with some sections completed verbally over the telephone.

1. Verification of Tribal enrollment with a federally recognized tribe for Head of Household OR Spouse, CDIB card, Tribal ID OR official correspondence from the Tribal enrollment office OR Bureau of Indian Affairs are all acceptable forms of documentation.

2. Identification for everyone listed on the application. Choose one from this list: Driver’s License OR State Identification Card OR Birth Certificate OR Tribal ID Cards OR CDIB. Name changes may be documented by birth certificates, marriage certificates or divorce decrees.

3. Social security card or numbers for everyone listed on the application.

4. Income verification for everyone 18 yrs of age or older. Third party verification is preferred on the form provided. Check stubs, payment statements, prior year tax returns may also be used, and a transaction report from BIA for last 12 months if you own trust/restricted property. If paper copies are not readily available, a self-certification form may be used or verbal self-certification may be provided over the telephone or through email. All are acceptable forms of income verification.

5. Copy of marriage license (if applicable).

6. Copy of dwelling lease/rental agreement that is compliant with the Oklahoma Landlord-Tenant Act, and/or documentation from a hotel/lodging establishment, utility company, cooperative or municipality with the amount due. This documentation may be provided over the phone with a receipt to follow upon payment.

7. Applicants shall provide a statement that you have not been awarded and received any other emergency rental or similar assistance during the COVID-19 pandemic.

Emergency Rental Assistance Program Funds Available

The Delaware Tribe Housing Program was recently awarded $735,300.57 from the U.S. Department of Treasury. The money is from the Emergency Rental Assistance (ERAP) program. Housing has developed policies and procedures for the disbursement of funds. The policies will be available with the application in order to apply for assistance.

Emergency rental assistance is available to eligible tribal member applicants residing anywhere in the United States of America. The Delaware Tribe of Indians’ reserves the right to make ERAP modifications based on current trends and funding availability subject to the requirements of section 501 of Division N of the Consolidated Appropriations Act, 2021, Pub. L. No. 116-260.

The basic description of this program is designed to assist eligible participants with emergency rental assistance primarily during the ongoing COVID-19 pandemic. This program provides assistance for eligible applicants in the form of a grant in an amount to cover up to three months of dwelling rent and/or utility payments.

The tribal member applicant is responsible for providing all necessary information and accurately completing the application as required. Rental assistance includes but is not limited to short-term lease or rental payments of a duration that generally does not exceed three months’ and up to three months utilities. The assistance grant may be used to pay for arrearages not to exceed the three-month maximum. The ERAP funds may be provided once every three months subject to funding availability. Applicants must re-apply for additional assistance.

Applicants must meet all eligibility requirements to participate. The head or spouse must be at least 18 years old at the time of application. The applicant must qualify as a low-income family whose income does not exceed 80% of the local area median income. Income limits are adjusted for family size and updated on a periodic basis. There is no minimum income required.

NPS Region 1 Tribal and Cultural Affairs Internship Summer 2021 Available

The National Park Service has extended an internship program to tribal nations. This excellent opportunity is ideal for an enthusiastic young professional who is passionate about tribal engagement and strengthening lines of communication between federal responders and tribal contacts.

The Cultural Resources Diversity Internship Program (CRDIP) is a professional development internship that introduces undergraduate and graduate students, from backgrounds historically underrepresented in the National Parks, to career opportunities within Cultural Resource Management in the NPS. Applicants must be 18-30 (up to 35 for Veterans) and be in pursuit of a higher education degree. A DHA (Direct Hire Authority) Internship targets exceptional upper-level undergraduate or graduate students that are interested in pursuing careers with the NPS. DHA positions will be rigorous internships that develop the participant’s technical and creative thinking abilities, leadership skills, and problem-solving capabilities. DHA applicants will be involved in cultural resource management projects that generate data and/or research that must be analyzed and presented to various stakeholders at the end of the internship. If the position is an education or interpretation project, the participant must research, develop, and pilot a program or materials for use at the host site. After successful completion of the internship, and graduation from their degree program, the intern will receive DHA non-competitive hiring eligibility. A successful candidate, one that completes an internship and their current degree program, will be able to hold a Direct Hire Authority (DHA) with 5 federal agencies making it easier to get hired!
