General Description

The position will require a comprehensive knowledge and understanding of the Indian Child Welfare Act and Family Services Act, case planning and case management experience, a working knowledge of court intervention cases in both Tribal and State Court, and familiar with community tribal resources for families.

Qualifications

  • Bachelor’s Degree in Sociology, Psychology, Social Work, or closely related field with an emphasis in child welfare and family services is preferred, and must have three (3) years’ experience in social services work in public or private sector.
  • Must have comprehension and understanding of the basic principles of Child Welfare.
  • Must have basic understanding of legal terms related to deprived cases.
  • Must have a working knowledge of commonly used office equipment and Windows 7 or greater, Outlook, Microsoft Word and Excel.
  • Must have good verbal and written communication skills.
  • Must be able to work in diverse situations and atmospheres related to family function.
  • Must be able to work as a team player and maintain professionalism at all times.
  • Possess experience in dealing with individuals in crisis and have strong customer service skills with the ability to defuse tense situations.
  • Must be able to pass a background check (no felony convictions or misdemeanor convictions for offenses relating to children), and a drug test.
  • Must possess a valid Driver’s License and be insurable.
  • Must have good interpersonal communication and teamwork skills.

Failure to meet any of these requirements will lead to a withdrawal of the job offer or termination of employment.

Duties and Responsibilities

  • Work in a fast paced and team-oriented environment.
  • Maintaining regular contact with program attorney, state agency social workers, family placements, other involved agencies or parties, and the child, if appropriate.
  • Receiving ICWA notices from attorneys, child welfare agencies, and district courts and determine eligibility of those needing services.
  • When necessary, working with local DHS to perform or arrange for home assessments.
  • Acting as a liaison between Indian families and various service provider agencies in order to provide or arrange for the everyday need of children within the tribe’s case management system while strictly adhering to Federal, State, and Tribal regulations.
  • Participating in all Tribal and State case reviews as required or applicable. Represents the Delaware Tribe in court cases involving Delaware Indian Children.
  • Maintaining strict confidentiality of all client matters.
  • Being detailed oriented, accurate, organized and able to work independently and as part of a team.
  • Assisting with development of budgets as well as managing and operating Federal/State grants maintaining compliance with each specific program.
  • Compiling and assisting with programmatic reports to FCS Director, Tribal Operations Manager, Tribal Council, and funding agencies as required.
  • Other duties as assigned.

General Description

The Family & Children Services and Head Start Administrative Assistant’s main role is to provide support services to the division directors and team in all aspects of departmental needs and requirements.

Qualifications

  • High School Diploma with 1-2 years of Administrative/Clerical experience. A minimum of an Associate’s Degree in Sociology, Psychology, Social Work or related social services fields preferred.
  • Must have experience and knowledge of Microsoft Word, Excel, PowerPoint, Access and Outlook.
  • Must possess excellent oral/written communication skills, record keeping, and data col-lection skills.
  • Must be able to maintain strict confidentiality of all client matters.
  • Must be detailed oriented, accurate, organized and able to work independently and as part of a team.
  • Must be able to work in a fast paced and team-oriented environment.
  • Must be dependable, reliable and trustworthy.

  • Must be able to pass a criminal background check.
  • Must have good interpersonal communication and teamwork skills.

Duties and Responsibilities

  • Provide clerical support on behalf of the division.
  • Greet the public, answer and respond to telephone calls.
  • Distribute and Receive program applications.
  • Maintain the programs’ correspondence logs.
  • Transmit information using computer, mail or facsimile machine.
  • Process and prepare memos, correspondence, travel vouchers, or other documents.
  • Assist customers by providing them with departmental information, including directing customers to other Delaware programs and services.
  • Perform administrative support tasks as necessary.
  • Other duties as assigned.

General Description

Provide comprehensive child support services for the Tribe by establishing orders of paternity and child support, locating case parties, enforcing orders, reviewing orders for modification, and collecting and distributing payments. Work includes daily monitoring of open/active cases, conducting research and consultations, assisting with preparation of legal documents, and communicating regularly with division director, program attorney, courts, and program participants.

Qualifications

  • A minimum of an Associate’s Degree in Sociology, Psychology, Social Work or related social service field and a minimum of two years’ experience in social services work in public or private sector.
  • Requires proven ability to read court orders, and to assess/evaluate written legal documents.
  • Work history should reflect proficiency in case management.
  • Participation in court cases concerning child support enforcement issues preferred.
  • Must have strong computer skills in the use of Microsoft Word, Excel, Access and other data-related software programs.
  • Must possess excellent oral and written communication skills.
  • Must exhibit the ability to recognize and utilize skills related to confidentiality issues and professionalism.
  • Must be able to work flexible hours.

Duties and Responsibilities

  • Performing case management services for all active cases utilizing management tools to ensure strict adherence to Federal, State, and Tribal agreements to increase consistent, long-term financial support and other services for children.
  • Maintaining proficiency in Delaware Tribal Court codes and policies and procedures as well as state codes for Oklahoma and Kansas. Follow all procedures established by the Child Support Services Program to identify client needs and to provide case management services.
  • Willingness to receive training and maintain certification to perform buccal swab genetic testing and attending training as necessary, including some out-of-state travel.
  • Gathering and maintaining available Tribal and community resources for parties in order to assist in removing barriers to employment.
  • Working with other jurisdictions to collect debts, locate parties, and gain full faith and credit on foreign orders.
  • Professionally represent the child support program and attend various community meetings and events to provide program outreach.
  • Meticulously maintain client files by documenting contacts, keeping clear records of actions, conversations, and correspondence.
  • Maintaining strict confidentiality of all client matters.
  • Informing applicants of case progress upon request.
  • Assisting the child support attorney in the office and at court hearings.
  • Filing court documents with the Tribal and District Courts, securing signatures and receiving orders.
  • Preparing and providing timely required paperwork and reports on assigned caseload.
  • Seeking and maintaining a familiarity with Delaware Tribal Culture.
  • Performing any other work-related duties as assigned by immediate supervisor.

General Description
The Tribal Operations Manager provides oversight to all Delaware Tribal Programs on behalf of the Chief and the Tribal Council and acts as their liaison to the tribal employees. This is an at-will position serving at the pleasure of the Chief as well as being a political appointment of the Chief.

Qualifications

  • Bachelor’s degree in business administration, public administration, or other similar degree and/or five years executive management experience (tribal government experience preferred but not required)
  • Requires a high level of personal integrity and ethics.
  • Requires a high level of problem solving skills.
  • Requires familiarity with grant writing, administration, and compliance with grant regulations.
  • Requires familiarity with PL638 and the BIA.
  • Requires familiarity with the concepts of project management.
  • Requires familiarity with the concepts of budget development and compliance with Tribal budgets.
  • Requires familiarity with planning concepts and processes including but not limited to program planning.
  • Requires willingness and ability to learn new skills, including travel to conferences and training sessions.
  • Requires ability to use Microsoft Office Suite programs as well as Microsoft Project.
  • Requires good interpersonal communication and teamwork skills.
  • Must have own transportation and clean driving record – may be required to drive GSA vehicle or tribal vehicle to meeting or training.

Duties and Responsibilities

  • Hiring and oversight of department director level employees of all tribal programs.
  • Provides oversight to all tribal programs in planning and budgeting for Tribal Council approval./li>
  • Communicates with the staff on behalf of the Chief and Tribal Council
  • Communicates with the Chief and the Tribal Council on behalf of the staff.
  • Conducts regular staff meetings and compiles monthly, quarterly, and annual reports for the Chief and the Tribal Council.
  • Ensures that all department directors and enforcing Delaware Tribal policies and procedures throughout the tribal programs.
  • Approves all voucher/purchase requisitions for all tribal programs up to a certain amount.
  • Provides program development for Tribal Council approval.
  • Other duties as assigned by the Chief and the Tribal Council.
