General Description

The CCD/EHS Compliance Monitor directs the overall operation and programing for the Delaware Child Development Center.

Qualifications

Duties and Responsibilities

  • Directs the overall operation and programing for the Delaware Child Development Center that serves 36 Early Head Start children and 40 preschool and school age children.
  • Directly supervises the staff accountant and the Early Head Start and Child Care Program Managers
  • Oversite responsibility for recruiting, hiring, evaluating and training all staff.
  • Responsible for ensuring the EHS program meets the Early Head Start Performance Standards and is in compliance with all federal regulations.
  • Responsible for ensuring the CCDF Childcare program meets all federal requirements as set forth by the Office of Child Care and the Cherokee Nation.
  • Prepares EHS grants, reports, budgets, newsletters, etc. and manages information on the Head Start Enterprise System (HSES)
  • Prepares CCDF reports and budgets for the Cherokee Nation and is responsible for conducting the child count.
  • Maintains close communication with the Delaware Tribal Council and provides written monthly reports.
  • Works closely with the EHS/Childcare accountant to ensure the fiscal integrity of both programs including the use of program revenues.
  • Responsible for maintaining the Delaware Child Development Center facility in accordance with local, state, federal and tribal regulations.
  • Responsible for contracts with service providers
  • Responsible for establishing an EHS/CCDF Policy Council and maintaining a close working relationship with the members.
  • Responsible for the USDA Child and Adult Care Food Program
  • Attends virtual and in person trainings.
  • Represents the Delaware Tribe at childcare and EHS meetings and conferences.
  • Responsible for ensuring the Delaware Child Development Center reflects the culture and values of the Delaware Tribe.

Emergency Rental Assistance Program Funds Available

The Delaware Tribe Housing Program was recently awarded $735,300.57 from the U.S. Department of Treasury. The money is from the Emergency Rental Assistance (ERAP) program. Housing has developed policies and procedures for the disbursement of funds. The policies will be available with the application in order to apply for assistance.

Emergency rental assistance is available to eligible tribal member applicants residing anywhere in the United States of America. The Delaware Tribe of Indians’ reserves the right to make ERAP modifications based on current trends and funding availability subject to the requirements of section 501 of Division N of the Consolidated Appropriations Act, 2021, Pub. L. No. 116-260.

The basic description of this program is designed to assist eligible participants with emergency rental assistance primarily during the ongoing COVID-19 pandemic. This program provides assistance for eligible applicants in the form of a grant in an amount to cover up to three months of dwelling rent and/or utility payments.

The tribal member applicant is responsible for providing all necessary information and accurately completing the application as required. Rental assistance includes but is not limited to short-term lease or rental payments of a duration that generally does not exceed three months’ and up to three months utilities. The assistance grant may be used to pay for arrearages not to exceed the three-month maximum. The ERAP funds may be provided once every three months subject to funding availability. Applicants must re-apply for additional assistance.

Applicants must meet all eligibility requirements to participate. The head or spouse must be at least 18 years old at the time of application. The applicant must qualify as a low-income family whose income does not exceed 80% of the local area median income. Income limits are adjusted for family size and updated on a periodic basis. There is no minimum income required.

Staff Accountant – CCDF/EHS

General Description

The Delaware Tribe of Indians is seeking a Staff Accountant for its administrative office. The Staff Accountant performs accounting, bookkeeping, and some administrative duties for the Tribe which includes maintaining fiscal compliance with Child Care and Head Start Performance Standards (45 CFR Part 75) as well as various Federal, State, and tribal grants. The Staff Accountant maintains the financial database, reviews the disbursement of funds, and coordinates all operations in connection with budgeting matters.

Qualifications

  • Bachelor Degree in Accounting OR Associates Degree with equal experience required, CPA preferred
  • Minimum two years’ experience in governmental and tribal accounting required, experience in CCDF/EHS preferred
  • Proficiency in 10-key preferred
  • Experience in accounting software; MIP Sage Fund Accounting preferred
  • Familiarity with OMB super circular, A-87, A-122, and A-133 preferred
  • Requires proficiency in Microsoft Office Suite programs
  • Requires a high level of personal ethical integrity, attention to detail, communication and problem solving skills
  • Requires familiarity with the administration and compliance of grant regulations
  • Requires familiarity with the concepts of budget development and compliance with Tribal budgets
  • Requires willingness and ability to learn new skills, including but not limited to, travel to conferences and training sessions

Duties and Responsibilities

  • Oversee/maintain the Child Development budget and general ledger information according to federal and tribal program rules and regulations
  • Prepare monthly financial reports for the Tribal Council
  • Prepare cash deposits and record cash receipts/federal program draws into the accounting software
  • Record interest income earned on cash accounts and certificates of deposits
  • Prepare journal entries for bank charges or other fees as appropriate
  • Prepare monthly closing entries such as space costs, indirect costs, and accrued revenue
  • Perform monthly bank reconciliations and adjusting entries
  • Monitor payroll activities for accuracy and reconcile payroll quarterly to the general ledger
  • Perform reconciliations of general ledger balance sheet accounts relating to receivables
  • Participate and assist with any activities required to produce annual audit
  • Communicate with regulatory institutes, such as Head Start, to ensure compliance with all requirements
  • Maintain files in agreement with policies and procedures
  • Able and willing to work overtime when needed
  • Other duties as assigned

The Cultural Resources Diversity Internship Program (CRDIP) is a professional development internship that introduces undergraduate and graduate students, from backgrounds historically underrepresented in the National Parks, to career opportunities within Cultural Resource Management in the NPS. Applicants must be 18-30 (up to 35 for Veterans) and be in pursuit of a higher education degree. A DHA (Direct Hire Authority) Internship targets exceptional upper-level undergraduate or graduate students that are interested in pursuing careers with the NPS. DHA positions will be rigorous internships that develop the participant’s technical and creative thinking abilities, leadership skills, and problem-solving capabilities. DHA applicants will be involved in cultural resource management projects that generate data and/or research that must be analyzed and presented to various stakeholders at the end of the internship. If the position is an education or interpretation project, the participant must research, develop, and pilot a program or materials for use at the host site. After successful completion of the internship, and graduation from their degree program, the intern will receive DHA non-competitive hiring eligibility. General Description

The Controller is responsible for the direction and oversight of the Accounting Department ensuring that federal and tribal laws and regulations are enforced as they pertain to the accounting functions of the Tribe.

Qualifications

  • Bachelor’s Degree in accounting or a degree in a related field, such as finance or business administration that includes 24-semester hours in accounting.
  • Experience in governmental accounting.
  • Must possess a solid understanding of accounting theory, Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards (GASB).
  • Knowledge of procedures and methods used to manage financial transactions, establish accounting procedures and systems to adequately account for tribal business, federal grants, and contracts.
  • Prepare financial reports and oversee/direct investment programs.
  • Must understand and be knowledgeable in operating and capital budgeting concepts and indirect cost allocations.
  • Must prepare, submit and negotiate the annual IDC (Indirect Cost) Rate proposal with the Interior Business Center.

Duties and Responsibilities

  • Prepare and implement accounting procedures to upgrade internal controls.
  • Analyze monthly financial closings to insure proper accounting procedures have been followed according to Governmental Accounting Standards. Monthly financial reports will be prepared and presented to the Tribal Council.
  • Oversee audits conducted on all tribal programs; interface with staff and audit team representatives to insure all requested data is provided timely with adequate supporting documentation and provide clarification where needed.
  • Prepare year-end closing entries.
  • Prepare and negotiate annual Indirect Cost Proposal.
  • Attend and participate in grant proposal review meetings.
  • Prepare final close reports on Grants and Contracts as needed.
  • Maintain/Update Fixed Asset Listing based on the Tribe’s construction/acquisitions.
  • Assure the Tribe is covered by FDIC and that anything above the limit is covered by bonds—this is with any bank used.
  • Prepare/submit monthly and quarterly financial reports for grants as required.
  • Provide monthly financial reports and general ledger entry detail to project Directors.
  • Respond to individual requests for information from project Directors and other Management.
  • Prepare and distribute annual budget packets and budget instructions to appropriate Directors; assist in the preparation of budgets as required.
  • Prepare Tribe’s annual Program Support Budget.
  • Insure approved budgets are entered in the accounting system.
  • Assist as needed in preparation of grant and contract project budgets.
  • Monitor expenditures for compliance with federal appropriation laws, GASB-34, OMB Uniform Guidance, and other applicable federal and tribal law.
  • Project future financial needs of the Delaware Tribe of Indians, taking into considerations the various projects undertaken by the tribal organization.
  • Review operating budgets and analyze trends affecting budget needs.
  • Perform cost-benefits analyses as needed to compare operating programs, review financial requests, and explore alternative financing methods.
  • Complete any other duties assigned by the immediate or controlling supervisor.
  • Procure an independent annual audit and assist with any activities required to produce annual audit.
  • MIP Abila knowledge and experience preferred.
  • Other duties as assigned by the Chief, Tribal Council, and/or Tribal Operations Manager.
