General Description
The Tribal Opioid Response Project Director oversees and implements the Tribal Opioid Response (TOR) program, designed to address opioid use and its impact within the tribal community. This role involves strategic planning, program development, and coordination of culturally relevant prevention, treatment, and recovery support services. The Project Director is responsible for ensuring program alignment with federal and tribal requirements, managing budgets, and supervising staff and outreach efforts to enhance community engagement and resource accessibility. Additionally, the Project Director collaborates with tribal leaders, healthcare providers, and community organizations to create sustainable, holistic solutions to combat opioid addiction and promote community health. This position must maintain a high level of confidentiality. This is a Salary position and sometimes may require travel, or occasional overtime on evenings and/or weekends.
Qualifications:
- Prefer Bachelor’s Degree in field related to Social Services or at least 5 years of related experience, including supervisory experience.
- Be willing to attend in-state and out-of-state training relevant to job position.
- Ability to work flexible hours and willingness to work outside of normal business hours, including after 5:00 pm.
- Possess communication skills, written and oral, and be able to relate to Indian and Non-Indian communicates, other agencies, and the general public.
- Must be computer literate, possess good writing skills, and be able to communicate effectively.

Duties and Responsibilities:
- Plans implements & evaluates grant funded program and submits the necessary reports as required by SAMSHA.
- Supervises all opiate response grant staff, including temporary assigned personnel.
- Orientate and assess training needs, arrange for in-service training to staff on a regularly scheduled basis to cover crisis counseling techniques, etc.
- Evaluate job performances of the staff on an annual basis, during probationary periods, and as needed.
- Coordinates staff training with other agencies and within Grant time frames.
- Participates in tribal community activities.
- Assists with and approves all staff work schedules as well as all supportive counseling activities.
- Develops, reviews, and modifies as needed, all budgets that pertain to the Opiate Response Grant.
- Researches, prepares and submits program proposals for funding to the Tribal Council.
- Identifies and utilizes available training and technical assistance resources.
- Facilitates community awareness of the Opiate Response Grant by providing educational programs and publicity.
- Works with other tribal departments to collaborate on projects and keep open communication.
- Approves all necessary documents/requests related to payroll and travel, i.e. requisitions and check requests.
- Interview prospective clients and develops individual treatment plans, as needed.
- Reviews client files to maintain quality assurance.
- Assists in planning weekly group sessions, implements weekly educational sessions, and counsels individually. Counsel out-patient clients individually and conduct home visits.
- Determines program needs for additional staff, and materials and supplies. Works cooperatively with other departments & supportive resource agencies.
- Attends all staff meetings, planning meetings, professional meetings, and workshops. Increases professional knowledge through self-study.
- Obtains and maintains certification as a Substance Abuse Counselor from the State Board for Certification of Substance Abuse Counselors Inc.

General Description
The Delaware Tribe of Indians is seeking a dedicated and organized Part-Time Assistant to support the Cultural Education Director in preserving, promoting, and education others about the rich cultural heritage of the Delaware Tribe. The Assistant will provide administrative support, assist with the planning and execution of cultural programs and events, and serve as a liaison between the Cultural Education Director and other stakeholders.
Qualifications
- Minimum requirement of a High-School Diploma/GED (Some college coursework in education, history, anthropology, or a related field is preferred)
- Previous experience in an administrative role, event planning, or community outreach is preferred
- Familiarity with native American cultures, particularly the Delaware Tribe, is preferred
- Strong organization skills with attention to details

General Description
The Housing Director is responsible providing quality tribal housing programs and services to Native Americans residing within the Delaware Tribe’s service area.
Qualifications
- Bachelor of Science or Associates Degree in applicable field.
- Or at least four years’ experience with verifiable Certifications in Housing Industry.
- At least one year supervisory experience.
- Knowledge and Experience managing housing programs regulated by NAHASDA and HUD.
- Complete annual Indian Housing Plan (IHP) and Annual Performance Review (APR) within established deadlines as required by HUD.
- Familiarity with Budgets, Grants Compliance, regulations and Native American Law.
- Requires high level of knowledge of industry standard building codes.
- Requires a high level of communication and team work skills with in the Office environment and field operations.
- Requires a high level of problem solving skills and decision making.
- Requires ability to use Microsoft Office programs with proficient EXCEL usage.

Duties and Responsibilities
- Oversee and coordinate all services and activities with in the Housing Department’s Scope of operations.
- Monitor program compliance with laws, rules, regulations and requirements of the DTHP, Housing and Urban Development (HUD), and the funding source.
- Prepare revisions and updates of the Delaware Tribe’s Housing Policy as needed, to present to the Tribal Council for approval.
- Maintain records in compliance with HUD and other audit requirements.
- Possess knowledge of city, county and state health, social, and economic services and resources available to DTHP senior, disabled, youth, and family residents and compliance with ADA.
- Effectively communicate the goals, objectives, and success of the DTHP programs to the community.
- Manage service contracts including reviews of reports, approval of invoices, modifications to contracts, contract closeouts, and correspondence with contractors as necessary.
- Work with the Delaware Tribal Accounting department to monitor spending and contract closeouts
- Monitor program budgets together with Accounting, Tribal Operations Manager, Tribal Council, Chief, and appropriate staff.
- Supervise and guide staff using management practices that develop and retain highly competent and productive employees.
- Create and maintain department policies and procedures; as well as monitor their effectiveness.
- Other duties as assigned by the Tribal Operations Manager.

Position Overview
The Custodian is responsible for maintaining a clean, safe, and orderly environment within the Tribal Facilities. This position involves performing a variety of custodial and maintenance duties to ensure the overall cleanliness and hygiene of the premises. The Custodian plays a crucial role in supporting the Tribe’s commitment to providing a welcoming and well-maintained space for employees, visitors, and clients.
Key Responsibilities
Cleaning and Santizing
- Perform routine cleaning tasks, including sweeping, mopping, vacuuming, and dusting, to maintain cleanliness throughout the facility.
- Sanitize and disinfect surfaces, restrooms, and common areas to ensure a hygienic environment.
Waste Management
- Collect and dispose of waste and recyclables in accordance with established procedures.
- Monitor and empty trash receptacles regularly, ensuring proper disposal of waste materials.
Maintenance

The Childcare Accountant serves as the primary Fiscal officer for the Early Head Start and the Childcare Programs. This person will primarily be responsible for working with the Accounting, Childcare Director, and the AFO to ensure grant compliance with funding agencies. This person is also responsible for processing incoming and outgoing payments, purchases, assisting Directors with budget completions and modifications when needed as well as any other Fiscal reporting or documentation that is needed to successfully operate withing grant compliance. This position will work for the Childcare department on various other tasks as needed to provide a full-time schedule.
Qualifications
- CPA Required
- Or Bachelor’s degree in accounting, business, fiscal management or related field (HSPS 1302.91) preferred
- Or a combination of proven work history and knowledge of financial processes and procedures and practices.
- Experience in Abila/MIP & Quickbooks preferred.
- Familiarity of fund accounting preferred
- Familiarity with OMB super circular, A-87, A-102, A-122, and A-133 preferred

- Assist in preparation for the annual audit
- Perform reconciliations of general ledger balance sheet accounts relating to receivables
- Assist in creation of budgeting of programs
- Communicate with regulatory institutions to ensure compliance with reporting requirements

General Description
The Assistant Teacher supports the Early Head Start classroom by helping to create a caring and safe environment for young children and assisting in activities to improve the overall care and quality of education. S/he must be able to communicate, listen and work well with others in a team environment. Assisting the staff in implementing a quality educational program and in developing positive relationships with the children and their parents, the Assistant Teacher observes and documents children’s interest and progress, and relays that information back to parents and staff. Assistant Teachers are responsible for implementing developmentally appropriate activities based on children’s interests and needs under the direction of the EHS Teacher and the LELC Director.
Required Qualifications
- Minimum requirement of a High-School Diploma/GED
- Must obtain a minimum of a CDA within 18 months of hire
- Minimum of 20 hours training required annually
- Must have completed COVID-19 vaccination or willing to complete vaccination series within 45 days of hire.
- Meet and maintain all state and licensing requirements, accreditation criteria, and LELC policies
