General Description
The Delaware Tribe of Indians is seeking a Staff Accountant for its administrative office. The Staff Accountant performs accounting, bookkeeping, and some administrative duties for the Tribe which includes maintaining fiscal compliance with Child Care and Head Start Performance Standards (45 CFR Part 75) as well as various Federal, State, and tribal grants. The Staff Accountant maintains the financial database, reviews the disbursement of funds, and coordinates all operations in connection with budgeting matters.
Qualifications
- Bachelor Degree in Accounting OR Associates Degree with equal experience required, CPA preferred
- Minimum two years’ experience in governmental and tribal accounting required, experience in CCDF/EHS preferred
- Proficiency in 10-key preferred
- Experience in accounting software; MIP Sage Fund Accounting preferred
- Familiarity with OMB super circular, A-87, A-122, and A-133 preferred
- Requires proficiency in Microsoft Office Suite programs
- Requires a high level of personal ethical integrity, attention to detail, communication and problem solving skills
- Requires familiarity with the administration and compliance of grant regulations
- Requires familiarity with the concepts of budget development and compliance with Tribal budgets

Duties and Responsibilities
- Oversee/maintain the Child Development budget and general ledger information according to federal and tribal program rules and regulations
- Prepare monthly financial reports for the Tribal Council
- Prepare cash deposits and record cash receipts/federal program draws into the accounting software
- Record interest income earned on cash accounts and certificates of deposits
- Prepare journal entries for bank charges or other fees as appropriate
- Prepare monthly closing entries such as space costs, indirect costs, and accrued revenue
- Perform monthly bank reconciliations and adjusting entries
- Monitor payroll activities for accuracy and reconcile payroll quarterly to the general ledger
- Perform reconciliations of general ledger balance sheet accounts relating to receivables
- Participate and assist with any activities required to produce annual audit
- Communicate with regulatory institutes, such as Head Start, to ensure compliance with all requirements
- Maintain files in agreement with policies and procedures
- Able and willing to work overtime when needed

General Description
The Controller is responsible for the direction and oversight of the Accounting Department ensuring that federal and tribal laws and regulations are enforced as they pertain to the accounting functions of the Tribe.
Qualifications
- Bachelor’s Degree in accounting or a degree in a related field, such as finance or business administration that includes 24-semester hours in accounting.
- Experience in governmental accounting.
- Must possess a solid understanding of accounting theory, Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards (GASB).
- Knowledge of procedures and methods used to manage financial transactions, establish accounting procedures and systems to adequately account for tribal business, federal grants, and contracts.
- Prepare financial reports and oversee/direct investment programs.
- Must understand and be knowledgeable in operating and capital budgeting concepts and indirect cost allocations.
- Must prepare, submit and negotiate the annual IDC (Indirect Cost) Rate proposal with the Interior Business Center.
Duties and Responsibilities
- Prepare and implement accounting procedures to upgrade internal controls.
- Analyze monthly financial closings to insure proper accounting procedures have been followed according to Governmental Accounting Standards. Monthly financial reports will be prepared and presented to the Tribal Council.
- Oversee audits conducted on all tribal programs; interface with staff and audit team representatives to insure all requested data is provided timely with adequate supporting documentation and provide clarification where needed.
- Prepare year-end closing entries.
- Prepare and negotiate annual Indirect Cost Proposal.
- Attend and participate in grant proposal review meetings.
- Prepare final close reports on Grants and Contracts as needed.
- Maintain/Update Fixed Asset Listing based on the Tribe’s construction/acquisitions.
- Assure the Tribe is covered by FDIC and that anything above the limit is covered by bonds—this is with any bank used.
- Prepare/submit monthly and quarterly financial reports for grants as required.
- Provide monthly financial reports and general ledger entry detail to project Directors.
- Respond to individual requests for information from project Directors and other Management.
- Prepare and distribute annual budget packets and budget instructions to appropriate Directors; assist in the preparation of budgets as required.
- Prepare Tribe’s annual Program Support Budget.
- Insure approved budgets are entered in the accounting system.
- Assist as needed in preparation of grant and contract project budgets.
- Monitor expenditures for compliance with federal appropriation laws, GASB-34, OMB Uniform Guidance, and other applicable federal and tribal law.
- Project future financial needs of the Delaware Tribe of Indians, taking into considerations the various projects undertaken by the tribal organization.
- Review operating budgets and analyze trends affecting budget needs.
- Perform cost-benefits analyses as needed to compare operating programs, review financial requests, and explore alternative financing methods.
- Complete any other duties assigned by the immediate or controlling supervisor.
- Procure an independent annual audit and assist with any activities required to produce annual audit.

Qualifications

- Performing case management services for all active cases utilizing management tools to ensure strict adherence to Federal, State, and Tribal agreements to increase consistent, long-term financial support and other services for children.
- Maintaining proficiency in Delaware Tribal Court codes and policies and procedures as well as state codes for Oklahoma and Kansas. Follow all procedures established by the Child Support Services Program to identify client needs and to provide case management services.
- Willingness to receive training and maintain certification to perform buccal swab genetic testing and attending training as necessary, including some out-of-state travel.
- Gathering and maintaining available Tribal and community resources for parties in order to assist in removing barriers to employment.
- Working with other jurisdictions to collect debts, locate parties, and gain full faith and credit on foreign orders.
- Professionally represent the child support program and attend various community meetings and events to provide program outreach.

Qualifications

Qualifications

jury decisions, findings, orders and judgments, maintenance of all dockets, and any other facts or circumstances decided by the judges of the Tribal Courts or deemed of importance by
the Clerk of Tribal Court. - Maintain all pleadings, documents, and other materials filed with the Tribal Court. Distribute all necessary and appropriate documents. Maintain all evidentiary materials,
transcripts, and records of testimony filed with the Tribal Court. - Prepare for and assist the judges in all court sessions, including notification to parties, make necessary facility accommodations and arrange for a court reporter and bailiffs.
- Enter, under the direction of the Tribal Court, all orders, judgments and decrees required to be entered, the title of each proceeding or action, the date of filing such proceeding or
action with the Tribal Court, and a memorandum of all subsequent proceedings, with the date and the fees charged. - Collect fines, fees and other monies imposed or charged by the Tribal Court, deposit such monies into the proper account of the Tribal Court, and account for the receipt and deposit

General Description
The Accounting Clerk preforms a range of general clerical, accounting, and bookkeeping functions. As well as, assumes the responsibility for making payment on all invoices and statements assuring proper authorization has been obtained according to the Tribe’s policy and procedures.
Qualifications
- Must have 2-3 years’ experience in the accounting field, preferably in accounts payable
- Must have a high school diploma, additional accounting classes preferred
- The ability to work in a culturally diverse environments
- Must have the ability to properly manage time and work under stressful conditions
- Must be willing to cross-train and become well acquainted with all practical functions of the Accounting Department/li>
- Must be proficient in Microsoft Office programs
- Familiarity with MIP Fund Accounting Software is a plus but not required
Duties and Responsibilities
- Review all invoices for appropriate documentation and approval prior to payment processing
- Assure that accounts payable invoices are properly authorized, coded, documented and paid in accordance with policy and procedure
- Digital system scanning and electronic filling; daily filling
- Oversee the checkout/in of company cards and keys to company vehicles
- Organize the department mail
- Maintain check logs for various programs within the Tribe
- Make any deposits and cash receipts
- Monthly gas card reconciliation
- General reception duties such as answering phone and directing persons to correct employee
- Ensure the confidentiality and security of all financial documents
- Operates a computer terminal and maintains knowledge of appropriate computerized accounting, word processing programs, and email necessary for data entry and retrieval
- Able and willing to work overtime when needed
- Assist with other projects as needed or assigned

General Description
The Domestic Violence Advocate’s main role is to assist domestic violence victims in achieving safety and resource utilization to be free from violence. The Advocate will assist victims by promoting trust and communication with the criminal and civil court system as well as partner agencies.
Qualifications
A Bachelor’s Degree in Social Sciences with a minimum of one year of experience OR 3 to 5 years of experience working in the field of domestic violence advocacy or crisis intervention with a demonstrated understanding of the dynamics of domestic violence and effective intervention strategies. Must be skilled in working with sensitive issues and possess a commitment to respecting the confidential nature of the work. Must have a proven ability to work effectively with diverse clients and resource services. Must have a demonstrated problem-solving approach to concerns and challenges. Must be proficient in data collection and reporting, and possess strong written and oral communication skills.
Duties and Responsibilities
- Provide crisis intervention and advocacy services for domestic violence and sexual assault victims, including:
- Safety Planning
- Needs Assessment
- Referral Services and facilitation in obtaining services
- Lethality Assessments
- Domestic Violence Education
- Court accompaniment and support
- Court preparation and follow-up
- Assist victims in completing the ex parte order of protection paperwork, presenting the protective order petition to the Court and understanding the legal process.
- Assist victims in identifying and obtaining resources for basic needs.
- Provide ongoing advocacy based education and safety planning.
- Engage in community networking activities to both increase access to services for individuals as well as assist community service providers in understanding the dynamics of abuse.
- Attend and participate in local, state, and tribal coalition meetings and programs.
- Assist in the evaluation and revision of policies, procedures and protocols, and provides technical assistance. Facilitate data collection and management.
- Responsible for special projects such as the development and presentations or training programs for tribal staff and community partners.
- Assist clients with transitional housing needs.
- Other duties as assigned by the Director of Family & Children Services.
