General Description
The Child Development Director is responsible for the overall success of the Lenape Early Learning Center and the Delaware Tribe of Indians Child Care services. The Director will ensure proper management and execution of Head Start, CCDF and inter-tribal contracts and grant compliance. Director will work with Tribal Operations Manager and Tribal Council to provide community childcare services throughout the Delaware Tribal Service Area.
Qualifications
- Bachelor’s Degree in Education, Early Childhood Education, Business Administration, or related fields

Duties and Responsibilities
- Directly supervises the Lenape Early Learning Center Director to ensure efficient program operations that serves 36 Early Head Start children and 40 preschool and school age children.
- Directly supervises the LELC accountant, Education Managers, Family Services Coordinator, Enrollment and Subsidy Coordinator, Kitchen Manager and maintenance.
- Oversite responsibility for recruiting, hiring, evaluating and training all staff.
- Responsible for ensuring the EHS program meets the Early Head Start Performance Standards and is in compliance with all federal regulations.
- Responsible for ensuring the CCDF Childcare program meets all federal requirements as set forth by the Office of Child Care and the Cherokee Nation.
- Prepares EHS grants, reports, budgets, newsletters, etc. and manages information on the Head Start Enterprise System (HSES)
- Prepares CCDF reports and budgets for the Cherokee Nation and is responsible for conducting the child count.
- Maintains close communication with the Delaware Tribal Council and provides written monthly reports.
- Works closely with the EHS/Childcare accountant to ensure the fiscal integrity of both programs including the use of program revenues.
- Responsible for maintaining the Delaware Child Development Center facility in accordance with local, state, federal and tribal regulations.
- Responsible for contracts with service providers
- Responsible for establishing an EHS/CCDF Policy Council and maintaining a close working relationship with the members.
- Responsible for the USDA Child and Adult Care Food Program
- Attends virtual and in person trainings.
- Represents the Delaware Tribe at childcare and EHS meetings and conferences.
- Responsible for ensuring the Delaware Child Development Center reflects the culture and values of the Delaware Tribe.

Duties and Responsibilities
- Record cash receipts/federal program draws into the accounting software
- Process payables and checks weekly
- Enter interfund transfers and reclassification journals to the general ledger

- Record fixed assets to the general ledger and fixed asset module
- Prepare journal entries for bank charges or other fees as appropriate
- Prepare monthly financials for issuance to the tribal council and trust board
- Perform monthly bank reconciliations and adjusting entries
- Assist in preparation for the annual audit
- Review A/P Entries and ensure check run total equals amount of purchase invoice batches
- Perform reconciliations of general ledger balance sheet accounts relating to receivables
- Reconcile Doorways activities into the general ledger monthly

General Description
The Food Pantry Director is responsible for all aspects of procurement and distribution of food, including but not limited to, pick-up, receipt, storage, organization, and distribution of food to Tribal and community members in need of assistance. Qualifications

- Work with area a grocery stores to increase food pick-ups from stores using Tribal transportation.

General Description
This is a dual position responsible for providing a range of HR support for a large staff in conjunction with the Delaware Tribe’s Third-Party Payroll and Human Resource support provider, as well as providing administrative support for the Executive Director of Tribal Operations. Excellent communication skills are imperative to this role. This position has oversight in maintaining compliance related to Tribal, Federal, and State laws, policies, procedures, and regulations.
Essential Duties & Responsibilities
- Performs routine tasks in coordination with the third-party provider required to administer and execute Human Resource Programs including but not limited to compensation, benefits, and leave; disciplinary matters; disputes and investigations; performance and talent management; productivity, recognition, and morale; occupational health and safety.
- Maintains proficiency in all tribal codes, policies, and procedures plus all federal regulations as required.
- Works closely with Executive Director of Tribal Operations on employee projects.
- Maintains personnel files.
- Advertises job postings and recruits qualified applicants to fill vacant positions.
- Conducts New Employee Orientation.
- Assists Department Directors with maintaining and updating Position Descriptions.

Work Environment

Lenape Early Learning Center is seeking an individual with kitchen, restaurant or culinary experience to serve as our Kitchen Manager. This individual will be responsible for following and implementing all USDA food program paperwork and child meal pattern plans. This individual will create monthly menus in accordance with program nutrition requirements. The ideal candidate must be a go getter who likes a fast-paced work environment. This person will work collaboratively with LELC Director and the other members of the Administrative Support Staff. This person will be responsible for creating and providing nutritional content and educational experiences to classrooms on an ongoing basis. This person will need to work to fulfill all grant objectives, and compliance. This person will directly oversee the operations of the LELC Kitchen and the kitchen staff. This individual should have a minimum of one-year experience as an institutional cook and receive the minimum training requirements established by the Department of Human Services (DHS) This is a Salary position and sometimes may require travel, or
occasional overtime on evenings and or weekends.

- Work in conjunction with the LELC Director and Support Staff to monitor family style dining in classrooms and document as appropriate.
- Maintain food service record-keeping and reporting as required by CACFP guidelines.

- Store food and supplies properly. Date all canned, boxed and bagged foods. Use the FIFO method of inventory.

- Reports problems to Supervisor.
- Checks deliveries, stocks supplies and groceries.

General Description
The Tribal Historic Preservation Officer (THPO) runs all operations of the Historic Preservation Office and is responsible for the review of all federal and local undertakings that occur within the tribe’s current jurisdiction including the areas where the Delaware Tribe of Indians had a historic presence, which includes properties that may have religious, cultural, or historic significance to Indian tribes.
Required Qualifications
- College Degree in History, Anthropology, Tribal Studies, or similar study with a field school and/or must complete approved Cultural Specialist Program
- 5-7 years of managerial experience with a professional attitude and appearance
- Requires a high level of confidentiality, personal integrity, and ability to work on a team
- Excellent written and verbal communication skills, with the ability to be resourceful and proactive when issues arise
- Excellent organizational skills and a customer service attitude
- Familiarity with project management and planning concepts needed. Multitasking and time-management skills are necessary with the ability to prioritize tasks.
- Requires the ability to use Microsoft Office Suite programs.
- Must have own transportation and clean driving record – may be required to drive GSA vehicle or tribal vehicle to meeting or training.
- Must have grant writing and reporting experience
Duties and Responsibilities
- Coordinates the daily operations of the department, including: opening and closing the facility (when applicable); financial and executive reporting; and inventory documentation.
- Conducts development projects to improve department operations; develops new plans and
strategies for program design, implementation. - Promotes facility funding and marketing by searching and applies for grant and sponsorship
opportunities; and distributing marketing advertisements locally and online. - Reviews and maintains a variety of reports, records, and other historical documentation.
- Provides excellent and personal customer service via phone/email.
- Oversees volunteer workforce program and actively searches for new opportunities.
- The DTHPO shall facilitate inter-tribal cooperation, coordination and deconfliction among the three Delaware Tribes; be responsible for actively participating in the trilateral coalition of tribes (DELAWARE NATION, DELAWARE TRIBE OF INDIANS, and STOCKBRIDGE MUNSEE COMMUNITY) to accomplish all Delaware Tribe of Indians work related to the historic preservation, repatriation, and reburial of our common Ancestors.
- This position will review all federal undertakings that occur within the tribe’s current jurisdiction and acknowledged aboriginal lands, and any other locations that may have religious, cultural, or historic significance to the DELAWARE TRIBE OF INDIANS. When the department has 2 filled positions a focus can be applied to PA, NY, NJ, MD, DE, MA, CT, IL, IN, OH, VA, and West Virginia; Assists in taking care of historic and natural resources through proper management practices. Partners with outside organizations to acquire and maintain facilities and create, plan, and coordinate attractive programming.
- Monitors activities associated with heritage resource laws, maintaining up-to-date knowledge of any changes in statutes, regulations or policies that may have an effect on Tribal Governance or programs; Triage projects when necessary to ensure high-risk undertakings receive priority; Helps distinguish the need for consultation with other Tribal Governments as well as consultation with individuals and practitioners, institutions, and state or federal government; Serves as consulting official when consultation is warranted to protect tribal historic preservation interests.
- Serves as tribal representative and consulting official for developing and negotiating interagency bilateral agreements such as MOAs, MOUs, and programmatic agreement to serve
program objectives; - Serves as in-house expert on Federal Indian Law and Policy; designated liaison with land
management agencies such as Park Service and Forest Service; - Develops training programs, provides teaching and learning opportunities to citizens and others on a full range of federal and tribal relationships, including pre-history, history, treaty law, summary of important court decisions, and policy review and analysis.
- Prepares Tribal Council Resolutions
- Oversee review and monitoring of NAGPRA Notices of Inventory Completion; Serve as signatory and when needed consulting official for NAGPRA claims for repatriation and reburial agreements; Monitor
undertakings for inadvertent discovery of human remains; Assist with preparations for reinterment of
repatriated Ancestors and cultural items. - Prepares appropriate responses to project notifications, including submitting invoices for payments to
Tribe; Other duties as assigned by the Tribal Operations Manager

This can include mopping, vacuuming, waxing floors, disinfecting surfaces, cleaning restrooms, emptying trash cans, and maintaining a clean space. The goal is to keep our building and campus in a respectable and orderly condition
Qualifications
- High School Diploma or GED
- Requires a high level of personal, integrity, and ability to work independently
- Must be self motivated, have a high moral and ethical standards
- Requires a high level of problem solving, accuracy, and organization skills
- Must be able to maintain confidentiality
- Requires willingness and ability to learn new skills.

- Ability to handle cleaning equipment and machinery
- Knowledge of cleaning chemicals, supplies, and familiarity with Material Safety Data Sheets
Duties and Responsibilities
- Clean and supply designated building areas (dusting, sweeping, vacuuming, mopping, cleaning ceiling vents, restroom cleaning etc)
- Perform and document routine inspection and maintenance activities
- Carry out heavy cleansing tasks and special projects
- Notify management of occurring deficiencies or needs for repairs
- Stock and maintain supply rooms
- Cooperate with the rest of the staff
- Follow all health and safety regulations
Hours
Monday through Friday 3:00 P.M. – 7:00 P.M.
