Eastern Tribal Compliance Archaeologist

Qualifications: Graduate level degree (MA or PhD) in Anthropology, History, or related field; meet the Secretary of the Interior’s Professional Qualification Standards (36 CFR Part 61) in Archaeology; basic knowledge of Eastern Woodlands prehistory, preferably detailed knowledge of New Jersey, Pennsylvania, and southern New York archaeology; at least two years of field experience in archaeology; background and training in the archaeology of the Northeastern and Mid-Atlantic states; demonstrated familiarity with Federal, Tribal and State Cultural and Historic Preservation laws; successful report, publication and/or grant writing experience.

Child Support Enforcement Administrative Assistant/Court Clerk

The Delaware Tribe of Indians seeks a motivated individual to perform the duties of Child Support Enforcement Administrative Assistant and Court Clerk. This person will work with the Child Support Enforcement Program to support the establishment and maintenance of the program, and will also function as the clerk of the Delaware Tribal Court for ongoing case work and meetings.

Qualifications:

Minimum: High School Diploma with 1-2 year of Administrative and Clerical work experience. Proficient in Microsoft Office Suite

Preferred: Associate’s Degree in Sociology, Psychology, Social Work or related social service field or equivalent

Job Posting: Child Support Enforcement Coordinator

The Program Coordinator will work closely with the Program Director to establish the necessary procedures, guidelines and applications for a comprehensive Child Support Enforcement Program.

Immediate Supervisor: Child Support Enforcement Director

Controlling Supervisor: Tribal Manager

QUALIFICATIONS:

Minimum of an Associate’s Degree in Sociology, Psychology, Social Work or related social service field or equivalent is required. Bachelor’s Degree in Sociology, Psychology, Social Work or related social service field is preferred. Applicant should have two (2) to three (3) years of field experience in child support enforcement work in tribal, public or private sectors.

Must have comprehension and understanding of the basic principles of child support enforcement and Indian child welfare. Must have child support enforcement experience and/or case planning experience and a working understanding of court intervention cases in Tribal, State and Federal Courts. Must be knowledgeable of federal regulations, tribal codes and tribal policies and procedures as they relate to child support enforcement issues.

Must be computer literate and prefer experience in the use of Microsoft Office and other data-related software programs. Must possess excellent oral and written communication skills. Must exhibit the ability to recognize and use accordingly skills related to confidentiality issues. Must be able to maintain a working relationship with the CSE Program Director and the Tribal Child Support Enforcement Support development team.

Must be able to pass a background check (no felony convictions or misdemeanor convictions for offenses relating to children) and drug test. Must possess a valid driver’s license and be insurable. Must be able to pass a physical examination. Delaware Tribal preference.

RESPONSIBILITIES:

In coordination with the Program Director:

1. Plan, organize, and implement the Child Support Enforcement program for the Delaware Tribe of Indians as described by the program goals and objectives in the Start-Up Program Development Plan.

2. Implement program goals and objectives designed to address the Child Support Enforcement needs of the Delaware Tribe of Indians.

3. Continually assess Child Support Enforcement needs of the Delaware Tribe of Indians members and other Indian families living within the jurisdiction.

4. Acts as liaison between Indian families and various services provider agencies.

5. Conduct analysis of services provided by various organizations and makes recommendations and suggestions of new and alternative methods for improving the benefits to the Delaware Tribe of Indians Tribal Council.

6. Responsible for all programmatic reports to funding agencies, Tribal Manager, and Tribal Council as required.

7. Any other duties as assigned by the Child Support Enforcement Director, Tribal Manager or Tribal Council related to the Child Support Enforcement Program.

The Housing Program administers NAHASDA, 1937 Act, and other funds to support a housing inventory of approximately 210 units across four counties in Northeastern Oklahoma.

The Delaware Tribe Housing Program is immediately seeking applicants for two positions, Housing Program Director and Administrative Assistant. General Description

Responsible for all financial reporting for the Delaware Tribe, Delaware Trust, and Housing Program. Responsible for oversight of grant applications and ensuring grant activities are in compliance with applicable requirements. Responsible for budgets and keeping indirect cost rate current. Responsible for ensuring internal controls over Tribe and Trust financial matters are in place and functioning effectively.

Qualifications

  • Requires four (4) year accounting degree, to include governmental accounting credits. CPA a plus but not required.
  • Requires a high level of personal integrity.
  • Requires familiarity with grant regulations, particularly allowable cost principals.
  • Requires familiarity with the concept of indirect cost, willing to learn to prepare indirect cost proposals.
  • Requires familiarity with the concepts of internal controls.
  • Requires willingness and ability to learn new skills, including travel to conferences and training sessions.
  • Requires ability to use MS Word, MS Excel, and fund accounting software. Familiarity with MIP a plus, must be willing to learn if not familiar.
  • Requires good interpersonal communication skills.
  • Must have own transportation and clean driving record; may be required to drive GSA vehicle or tribal vehicle to meetings or training.

Duties and Responsibilities

  • Prepare monthly financial reports for the Tribal Council, Trust Board, and Housing Program.
  • Be able to answer finance-related questions for Tribal Council and Trust Board members.
  • Prepare annual budgets for Tribe, Trust, Housing Program, and Grants; monitor all programs for comparison of budget to actual activity.
  • Prepare monthly closing adjusting journal entries as needed, including indirect cost.
  • Determine amount and timing of grant funds drawdowns, assisting tribal accountant in performing draws.
  • Research grant opportunities for the tribe.
  • Prepare grant applications and budgets.
  • Assist with annual fuel tax audit.
  • Supervise and assist with annual Tribe, Trust and Housing Program external audit, being the main contact person for the auditor. Ensure that audit adjustments, if any, are entered correctly. Assist in the preparation of the Management Discussion and Analysis section of the audit report.
  • Other duties as assigned/required.
