General Description
The Tribal Opioid Response Project Director oversees and implements the Tribal Opioid Response (TOR) program, designed to address opioid use and its impact within the tribal community. This role involves strategic planning, program development, and coordination of culturally relevant prevention, treatment, and recovery support services. The Project Director is responsible for ensuring program alignment with federal and tribal requirements, managing budgets, and supervising staff and outreach efforts to enhance community engagement and resource accessibility. Additionally, the Project Director collaborates with tribal leaders, healthcare providers, and community organizations to create sustainable, holistic solutions to combat opioid addiction and promote community health. This position must maintain a high level of confidentiality. This is a Salary position and sometimes may require travel, or occasional overtime on evenings and/or weekends.

Qualifications:

  • Prefer Bachelor’s Degree in field related to Social Services or at least 5 years of related experience, including supervisory experience.
  • Be willing to attend in-state and out-of-state training relevant to job position.
  • Ability to work flexible hours and willingness to work outside of normal business hours, including after 5:00 pm.
  • Possess communication skills, written and oral, and be able to relate to Indian and Non-Indian communicates, other agencies, and the general public.
  • Must be computer literate, possess good writing skills, and be able to communicate effectively.
  • Must have the ability to maintain a favorable rapport with the general public, tribal members, program team members, tribal employees and vendors.
  • Ability to maintain a high level of confidentiality on all client matters and other matters protected by the Privacy act as well as other confidentiality regulations.
  • OBSI and Criminal Background check required and be adjudicated appropriately.
  • Must possess a current Oklahoma Driver’s License to operate a government-owned vehicle as well as have reliable transportation.

Duties and Responsibilities:

  • Plans implements & evaluates grant funded program and submits the necessary reports as required by SAMSHA.
  • Supervises all opiate response grant staff, including temporary assigned personnel.
  • Orientate and assess training needs, arrange for in-service training to staff on a regularly scheduled basis to cover crisis counseling techniques, etc.
  • Evaluate job performances of the staff on an annual basis, during probationary periods, and as needed.
  • Coordinates staff training with other agencies and within Grant time frames.
  • Participates in tribal community activities.
  • Assists with and approves all staff work schedules as well as all supportive counseling activities.
  • Develops, reviews, and modifies as needed, all budgets that pertain to the Opiate Response Grant.
  • Researches, prepares and submits program proposals for funding to the Tribal Council.
  • Identifies and utilizes available training and technical assistance resources.
  • Facilitates community awareness of the Opiate Response Grant by providing educational programs and publicity.
  • Works with other tribal departments to collaborate on projects and keep open communication.
  • Approves all necessary documents/requests related to payroll and travel, i.e. requisitions and check requests.
  • Interview prospective clients and develops individual treatment plans, as needed.
  • Reviews client files to maintain quality assurance.
  • Assists in planning weekly group sessions, implements weekly educational sessions, and counsels individually. Counsel out-patient clients individually and conduct home visits.
  • Determines program needs for additional staff, and materials and supplies. Works cooperatively with other departments & supportive resource agencies.
  • Attends all staff meetings, planning meetings, professional meetings, and workshops. Increases professional knowledge through self-study.
  • Obtains and maintains certification as a Substance Abuse Counselor from the State Board for Certification of Substance Abuse Counselors Inc.
  • Other duties as assigned by the Tribal Council.

Executive Director of Tribal Operations

General Description
The Executive Director of Tribal Operations (EDTO) provides oversight to all Delaware Tribal Programs on behalf of the Chief and the Tribal Council and acts as their liaison to the tribal employees. The EDTO is responsible for a diverse range of management and administrative functions including the daily operations and personnel management to special projects. The EDTO provides administrative support to the Chief and Tribal Council, including planning, research, communications, personnel, recordkeeping, and property management. Working with the Chief and the Tribal Council, the EDTO contributes to the development and implementation of organizational strategies, policies, and practices.

Essential Duties & Responsibilities
All of the following duties and responsibilites are subject to approval by the Tribal Council:

  • Hiring and oversight of department director level employees of all tribal programs.
  • Facilitate implementation of Tribal Council initiatives; measures achievements against objectives; and directs modification of plans as conditions warrant.
  • Coordinate project management with program directors.
  • Present regular reports on operations to the Chief and Tribal Council.
  • Provide inspired leadership for the organization.
  • Make important policy, planning, and strategy decisions.
  • Development, implement, and review operational policies and procedures.
  • Assist Human Resources with recruiting when necessary.
  • Help promote a tribal culture that encourages top performance and high morale.
  • Oversees budgeting, reporting, and planning for Tribal Council approval.
  • Work with senior leadership in evaluating and further developing the various tribal programs.
  • Ensure all legal and regulatory documents are filed and monitor compliance with laws and regulations.
  • Work with the Tribal Council to determine values and mission, and plan for short and long-term goals.
  • Identify and address problems and opportunities for the tribe.
  • Build alliances and partnerships with other organizations.
  • Support employee communication with the Chief and Tribal Council.
  • Conducts regular staff meetings and compiles monthly, quarterly, and annual reports for the Chief and the Tribal Council.
  • Ensures that all department directors are enforcing Delaware Tribal policies and procedures throughout the tribal programs.
  • Approves all voucher/purchase requisitions for all tribal programs up to a certain amount.
  • Other duties as assigned by the Chief.

Education Requirements, Skills & Qualifications

  • 4-year College degree in administration or related field or five (5) years executive management experience, with two (2) years in program administration or any equivalent combination of education and experience which provides the skills, knowledge, and ability necessary to perform the tasks.
  • Tribal government experience preferred.
  • High level of personal integrity and ethics.
  • Organizational, analytical, and problem-solving skills.
  • Considerable knowledge of management information systems.
  • Familiarity with concepts and practices of personnel management.

Work Environment
This position works mainly in an indoor, climate-controlled office setting. Must be able to work flexible hours when necessary or as directed. Must be able to travel between tribal facilities and outside the service area for meetings, trainings, and conferences. The noise level in the work environment is usually moderately quiet.

Physical Demands & Mental Competencies
While performing the duties of this job, the employee is regularly required to talk or hear, and sit at a desk working on a computer or completing paperwork. The employee may be required to occasionally walk, stand, climb, push, reach, grasp, kneel, stoop, and/or perform repetitive motions. The Tribal Historic Preservation Officer (THPO) is responsible for the review of all federal and local undertakings that occur within the tribe’s current jurisdiction including the areas where the Delaware Tribe of Indians had a historic presence, which includes properties that may have religious, cultural, or historic significance to Indian tribes.

Qualifications

  • College Degree preferred (but not necessary) in History, Anthropology, Tribal Studies, or similar study with a field school and/or must complete approved Cultural Specialist Program
  • 2 years of historic preservation experience with a professional attitude and appearance
  • Requires a high level of confidentiality, personal integrity, and ability to work on a team

  • Overseas monitor workforce program and actively searches for new opportunities.
  • The DTHPO shall facilitate inter-tribal cooperation, coordination and deconfliction among the three Delaware Tribes; be responsible for actively participating in the trilateral coalition of tribes (DELAWARE NATION, DELAWARE TRIBE OF INDIANS, and STOCKBRIDGE MUNSEE COMMUNITY) to accomplish all Delaware Tribe of Indians work related to the historic preservation, repatriation, and reburial of our common Ancestors.
  • This position will review all federal undertakings that occur within the tribe’s current jurisdiction and acknowledged aboriginal lands, and any other locations that may have religious, cultural, or historic significance to the DELAWARE TRIBE OF INDIANS. When the department has 2 filled positions a focus can be applied to PA, NY, NJ, MD, DE, MA, CT, IL, IN, OH, VA, and West Virginia; Assists in taking care of historic and natural resources through proper management practices. Partners with outside organizations to acquire and maintain facilities and create, plan, and coordinate attractive programming.
  • Monitors activities associated with heritage resource laws, maintaining up-to-date knowledge of any changes in statutes, regulations or policies that may have an effect on Tribal Governance or programs; Triage projects when necessary to ensure high-risk undertakings receive priority;
  • Helps distinguish the need for consultation with other Tribal Governments as well as consultation with individuals and practitioners, institutions, and state or federal government; Serves as consulting official when consultation is warranted to protect tribal historic preservation interests.
  • Serves as tribal representative and consulting official for developing and negotiating inter-agency bilateral agreements such as MOAs, MOUs, and programmatic agreement to serve program objectives;
  • Serves as in-house expert on Federal Indian Law and Policy; designated liaison with land management agencies such as Park Service and Forest Service;
  • Develops training programs, provides teaching and learning opportunities to citizens and others on a full range of federal and tribal relationships, including pre-history, history, treaty law, summary of important court decisions, and policy review and analysis.
  • Monitor undertakings for inadvertent discovery of human remains; Assist with preparations for reinterment of repatriated Ancestors and cultural items.
  • Prepares appropriate responses to project notifications, including submitting invoices for payments to Historic Preservation Director and Tribe; Other duties as assigned by Director.

General Description
The Director is responsible for all activities within Historic Preservation. This position will be expected to exercise a full range of managerial, professional and interdisciplinary duties as assigned by the Tribal Manager that may include, but not limited to, work in the following three distinct areas. The first will include consultations and research carried out under the Native American Graves Protection & Repatriation Act; 2nd area – daily consultations with agencies and private contractors in compliance with the National Environmental Policy Act and Section 106 of the National Historic Preservation Act; 3rd – to provide guidance on, and the development, of internal and external policies as well as specialized expertise to the Chief, Tribal Council and Staff. Depending on the employee’s training/experience, this may include but is not limited to archaeology and anthropology field applications; legal analysis and monitoring of case law, rule-making or new legislation; federal Indian Law analysis; drafting of instruments such as bilateral agreements and programmatic agreements; drafting of tribal council resolutions to articulate tribal intent and achieve program objectives; coordination, cooperation and deconfliction among the three Delaware tribes. The position may also include applying for and carrying out grant projects within the areas the Delaware Tribe of Indians had a historic presence, which includes properties that may have religious, cultural, or historic significance to Indian tribes.

Qualifications

  • At least one year supervisory experience.
  • Knowledge and Experience managing housing programs regulated by NAHASDA and HUD.
  • Complete annual Indian Housing Plan (IHP) and Annual Performance Review (APR) within established deadlines as required by HUD.
  • Familiarity with Budgets, Grants Compliance, regulations and Native American Law.
  • Requires high level of knowledge of industry standard building codes.

Duties and Responsibilities

  • Oversee and coordinate all services and activities with in the Housing Department’s Scope of operations.
  • Monitor program compliance with laws, rules, regulations and requirements of the DTHP, Housing and Urban Development (HUD), and the funding source.
  • Prepare revisions and updates of the Delaware Tribe’s Housing Policy as needed, to present to the Tribal Council for approval.
  • Maintain records in compliance with HUD and other audit requirements.
  • Possess knowledge of city, county and state health, social, and economic services and resources available to DTHP senior, disabled, youth, and family residents and compliance with ADA.
  • Effectively communicate the goals, objectives, and success of the DTHP programs to the community.
  • Manage service contracts including reviews of reports, approval of invoices, modifications to contracts, contract closeouts, and correspondence with contractors as necessary.
  • Work with the Delaware Tribal Accounting department to monitor spending and contract closeouts
  • Monitor program budgets together with Accounting, Tribal Operations Manager, Tribal Council, Chief, and appropriate staff.
  • Supervise and guide staff using management practices that develop and retain highly competent and productive employees.
  • Create and maintain department policies and procedures; as well as monitor their effectiveness.
  • Other duties as assigned by the Tribal Operations Manager.

Childcare Family Service Coordinator is responsible for providing family service assistance for families with children enrolled in the Lenape Early Learning Center. FSC has the responsibility for family support services including implementing, coordinating and providing direct case management services to EHS-CC families, developing and implementing partnerships with EHS-CC families including Family Partnership Agreements. Must coordinate/provide training to parents and community agencies; monitor the implementation of social services, parent involvement, volunteer services, and community partnerships and assist with the health and other support services provided to families. In conformance with QRIS Performance Standards, assist families to build on their strengths and develop plans to address areas of concern, including job market assistance, and resource identification. Must demonstrate ability to work effectively with people, possess excellent problem solving, planning, and organizational skills. Be patient, able to resolve conflicts, gentle, kind, creative, resourceful, detail and multi-task orientation with a strong desire to succeed and be able to cope well with stress. Qualifications

  • Minimum requirement of a Bachelor’s degree in Child Development, Education, or Social Services preferred or a suitable combination of college coursework with field experience will be considered.

General Description
The Education Manager promotes the School Readiness of the Delaware Tribal Head Start Program by providing technical assistance, mentoring, and training to the staff, agency, and parents/families. Planning children’s readiness to learn involves culturally responsive, integrated service delivery of child development, disabilities, and mental health that supports learning environments. To enhance children’s cognitive, social, and emotional development and promote children’s growth in language, literacy, mathematics, science, social and emotional development, creative arts, physical development, and approaches to learning. Ensures monitoring, agency collaboration, and tracking of education services.

Qualifications

  • Degree minimum of an associate’s in early childhood education or child development/School Age OR CDA, COM, or any combination of experience and learning considered with PDP
  • 8,000 clock hours (4) years working with young children (birth to 8 years) as a caregiver, teacher, social worker, or similar role.
  • Fifty (50) clock hours of professional growth for adults within the last three years. (ex., Staff meetings, parent meetings, local presentations)
  • Knowledge and experience in Early Head Start/Head Start programs
  • Must have experience in program planning, budgeting, and management

Duties and Responsibilities

  • Lead the EHS curriculum management team in defining goals, objectives, and program activities that are developmentally appropriate and meet children’s individual needs.
  • To operate/maintain/monitor Teaching Strategies Gold (TSG) and ChildPlus software systems.
  • Works and interacts with peers as individuals and/or in team/group settings professionally.
  • Facilitate ASQ Questionnaires and scoring
  • Maintains up-to-date knowledge of new techniques and developments in early childhood by maintaining contact with others in the field (e.g., professional association and educational group members) and by reading outcome-based research materials.
  • Provide ongoing quality assistance to address children’s challenging behaviors and sensory needs
  • Coordinates and evaluates the work of instructional teaching staff when assigned.
  • Must share responsibility for the training of teaching staff in the center culture, communication, expectations, regulations, and safety of the children
  • Works with Family Services to help guide the teachers and families when assistance is needed.
  • Attend virtual and in-person training.
  • Assist in having trainers come to the center and do a class.
  • Ensure the program reflects the culture and values of the Delaware Tribe.

General Description
The Cultural Education Department Generalist will support the Delaware Tribe of Indians’ Cultural Education Department by performing a variety of tasks aimed at promoting, preserving, and educating about the Lenape (Delaware) culture. This position plays an essential role in assisting with cultural programs, events, educational outreach, consultation services, and administrative duties to ensure the department operates smoothly and effectively. The ideal candidate will have a strong interest in Native American culture and history, specifically Lenape culture, and be passionate about community engagement and education.

Qualifications

  • High school diploma or GED required; Associate’s or Bachelor’s degree in Education, Native American Studies, History, or related field preferred.
  • Experience working with Native American communities or cultural education programs is highly desirable.
  • Knowledge of or willingness to learn about Lenape (Delaware) culture, language, and traditions.
  • Strong organizational skills and attention to detail.

Duties and Responsibilities

  1. Program Assistance
    • Assist in the planning, coordination, and implementation of cultural education programs and events, including elder storytelling sessions, cultural workshops, and educational activities.
    • Provide logistical support for department events, such as setting up spaces, managing materials, and ensuring a smooth flow of activities.
    • Facilitate and support workshops, classes, and community outreach programs for children, youth, and adults.
  2. Consultation and Advisory Services
    • Provide consultation services to schools, museums, cultural organizations, and other external entities seeking guidance on Lenape (Delaware) culture, history, and traditions.
    • Collaborate with educational institutions to develop culturally appropriate curricula and learning materials that reflect the heritage of the Delaware Tribe.
    • Offer expert advice and recommendations to community members, researchers, and organizations on the appropriate use of Lenape symbols, language, and cultural elements in their projects.
    • Coordinate and participate in consultations related to cultural preservation and educational projects, ensuring they align with the Delaware Tribe’s values and practices.
    • Act as a point of contact for entities seeking cultural consultation, ensuring timely and accurate responses to requests for information or collaboration.
  3. Community Engagement
    • Serve as a liaison between the Cultural Education Department and the Delaware Tribe community, maintaining open communication and gathering feedback to improve programming.
    • Assist in the development and distribution of educational materials, including articles for the tribal newspaper and digital content.
    • Participate in community meetings, conferences, and events, representing the Cultural Education Department when necessary.
  4. Administrative Duties
    • Assist with department communications, including answering inquiries, managing email correspondence, and updating the department’s calendar.
    • Maintain records of department activities, including event attendance, program outcomes, and feedback.
    • Support grant writing efforts by providing relevant program and event data.
    • Assist with budget tracking and purchasing for events, supplies, and materials.
  5. Special Projects
    • Collaborate with department staff on special projects, such as cultural exhibits, research, or curriculum development, as directed by the Director of Cultural Education.
    • Contribute to the development and execution of the department’s long-term strategic goals for cultural preservation and education.

  • Record cash receipts/federal program draws into the accounting software
  • Record interest income earned on cash accounts and certificates of deposits
  • Prepare journal entries for bank charges or other fees as appropriate
  • Record and process payment of invoices
  • Assist in preparation of monthly financials for issuance to the tribal council and trust board
  • Perform monthly bank reconciliations and adjusting entries
  • Assist in preparation for the annual audit
  • Perform reconciliations of general ledger balance sheet accounts relating to receivables
  • Assist in creation of budgeting of programs
  • Communicate with regulatory institutions to ensure compliance with reporting requirements
  • Other duties as assigned by the Senior Accountant
