Tribal Manager Curtis Zunigha Honored

  • Tribal Manager Curtis Zunigha was recently honored by the Greater Tulsa Area Indian Affairs Commission with the 2012 Will Anquoe Humanitarian Award. Zunigha was awarded for 25 years of service to Indian Country including his time on both the Tulsa and Oklahoma Indian Af¬fairs Commissions.

Local Chiefs Meet with Fallin Administration

  • Tonkawa Tribe Chairman Don Patterson, Delaware Tribe Chief Paula Pechonick, and Osage Nation Chief John Red Eagle met in Bartlesville recently. They met with representatives of Oklahoma Governor Mary Fallin’s administration to discuss taxation and jurisdiction issues.

Idle No More has a responsibility to resist current government policies in a peaceful and respectful way. It can be done. It can be done without aggression or violence. This is an energetic, exciting and transformative time. This movement has been guided by spiritual Elders, dreams, visions and from peoples’ core values. We are here to ensure the land, the waters, the air, and the creatures and indeed each of us, return to balance and discontinue harming each other and the earth. To keep us on this good path, we ask that you, as organizers create space for Elders or knowledge/ceremonial keepers to assist in guiding decisions as we move forward. It is up to each of us to see that this movement respects all people, the environment, and our communities and neighbours. In peace and solidarity.

Delaware Tribe Adopts New Tribal Seal

After over 40 years, the Delaware Tribe has adopted a new version of the official tribal seal. The changes to the artwork and lettering were developed in collaboration with tribal community members. It was approved by a resolution of the Tribal Council on January 7, 2013.

Look for the new seal on tribal flags, stationery, official documents, and tribal vehicles.

About the Seal

Colors: Red and black are the main colors used by the Lenape. These are on a white background.

Mesingw Face: The Mesingw face in the center of the seal is the Keeper of the Game Animals on which the Lenape depended for food. The face was carved on the center post of the Big House Church (“Xingwekaown”), a wooden structure which held the tribe’s historic religious ceremony (though no longer practiced).

Clan Symbols: These represent the three clans of the Lenape: Turtle, Wolf and Turkey.

Fire Drill: The Fire Drill next to the Mesingw face is used to build ceremonial fires.

Prayer Sticks: These are around the outer edge of the seal and represent the twelve prayer sticks that were used in the Big House Church.

Cross: There is also a Christian cross to represent those Lenape who accepted Christianity. Some of the Lenape people had converted to Christianity as early as the 17th Century.

The Old Seal (Tribal seal, 1970 to 2012)

The seal-revision project was started in mid-2012 in consultation with members of the Culture Preservation Committee and Elders Committee. Revisions included removal of the words “Seal of the” and replacement with the tribe’s official name; replacement of “Lenni Lenape” with the more common term “Lenape,” which means “The People”; and replacement of the Mesingw face, the wolf paw print, turkey talon, and turtle symbols with more accurate artistic representations. The plains-style “peace” pipe was removed as it wasn’t an actual part of the ritual instruments of the Big House Church ceremony. The Christian cross was changed to white with black border so as not to be confused with the Red Cross organization.

Cobell Settlement Questions (Updated 1-5-2013)

The enrollment office has been inundated with calls this month regarding the Cobell Case settlement. As $1000 checks began to be sent to individuals across Indian Country many Delaware tribal members became curious as to who is qualified to receive this money and how to claim it. Our office has not been contacted at all by the BIA, Dept. of Interior, or the law firm handling the disbursements either to give instructions or to request individual recipient contact information, so the confusion and chaos is monumental. Through trial and error, personal experience, and consultation with various officials and attorneys, we have come up with the following abbreviated explanation of qualifications and a procedure for filing claims.

Qualifications:

  • Historical Accounting Class- Had IIM account and received Indian Money between 1994 and 2009
  • Trust Administration Class- Had IIM account and received Indian Money between 1985 and 2009
  • Fractionated Trust Land- Everyone-identifying individuals who hold an interest in the ownership of a piece of trust land (attempt will be made to purchase this land from the individuals)
  • Heirs of those who would fall into any of these categories

We advise everyone to register and file a claim.

Procedure:

  1. Call the Office of the Special Trustee Beneficiary Call Center at 1-888-678-6836
    Obtain an IIM Account # (may need to know what year you received your Indian Money and the amount received)
  2. Go to www.IndianTrust.com
    File a claim electronically or print the form to file by mail
    May call to verify claim or to verify inclusion in classes

General Description

Responsible for all financial reporting for the Delaware Tribe, Delaware Trust, and Housing Program. Responsible for oversight of grant applications and ensuring grant activities are in compliance with applicable requirements. Responsible for budgets and keeping indirect cost rate current. Responsible for ensuring internal controls over Tribe and Trust financial matters are in place and functioning effectively.

Qualifications

  • Requires four (4) year accounting degree, to include governmental accounting credits. CPA a plus but not required.
  • Requires a high level of personal integrity.
  • Requires familiarity with grant regulations, particularly allowable cost principals.
  • Requires familiarity with the concept of indirect cost, willing to learn to prepare indirect cost proposals.
  • Requires familiarity with the concepts of internal controls.
  • Requires willingness and ability to learn new skills, including travel to conferences and training sessions.
  • Requires ability to use MS Word, MS Excel, and fund accounting software. Familiarity with MIP a plus, must be willing to learn if not familiar.
  • Requires good interpersonal communication skills.
  • Must have own transportation and clean driving record; may be required to drive GSA vehicle or tribal vehicle to meetings or training.

Duties and Responsibilities

  • Prepare monthly financial reports for the Tribal Council, Trust Board, and Housing Program.
  • Be able to answer finance-related questions for Tribal Council and Trust Board members.
  • Prepare annual budgets for Tribe, Trust, Housing Program, and Grants; monitor all programs for comparison of budget to actual activity.
  • Prepare monthly closing adjusting journal entries as needed, including indirect cost.
  • Determine amount and timing of grant funds drawdowns, assisting tribal accountant in performing draws.
  • Research grant opportunities for the tribe.
  • Prepare grant applications and budgets.
  • Assist with annual fuel tax audit.
  • Supervise and assist with annual Tribe, Trust and Housing Program external audit, being the main contact person for the auditor. Ensure that audit adjustments, if any, are entered correctly. Assist in the preparation of the Management Discussion and Analysis section of the audit report.
  • Other duties as assigned/required.

DMFS office support

Receive, process, monitor and schedule work orders. Invoice processing, billing.

Additional duties as appropriate.

Must be proficient on Microsoft Access database, Excel and Word, general bookkeeping knowledge preferred. Must have excellent customer service and be able to communicate with a variety of people. Preference given to candidate with the ability to speak Spanish.

Ability to work alone, self starter is a must. Prior experience with facilities management preferred.

Bachelor’s degree preferred.
