General Description
The Housing Specialist is responsible for performing administrative activities for the Housing Director within the Delaware Tribe of Indians, to ensure objectives are met within the appointed time frame and funding costs. It requires to meet and deal effectively in contact with Native American people and organizations. You must have tact, courtesy, confidentiality, discretion, resourcefulness, and sound judgement in sensitive situations at all times.
Qualifications
- High school degree or GED required; two years of related job experience and/or training; combination of both preferred.
- Basic language, mathematical, and computer skills.
- Must have working knowledge of Windows, Excel, Microsoft Office, etc.
- Able to interpret/carry out all forms of instructions and multitask.
- Ability to handle highly sensitive and confidential information.
- Strong organizational, prioritization skills, attention to detail.
- Ability to reason logically in stressful situations.
- Strong communication skills, written and verbal.
- Excellent interpersonal skills, positive and flexible.
- Ability to work in a team environment and maintain a pleasant disposition.
- Public speaking is highly desirable.
- Experience working with diverse groups of individuals, such as those from low to very low income levels.
Duties and Responsibilities
- Work in an office environment or in the field as required.
- Answer incoming calls, emails, and assist with payables.
- Maintain all applications, brochures, welcome packets, and other information as required.
- Daily check, scheduling and update of the tenant/Inspector calendar.
- Present information and respond to questions from clients, customers and the general public.
- Review and process incoming housing applications.
- Prepare leasing agreements and acquire signatures as needed.
- Setup, maintain, and secure all active/inactive tenant files and other office files.
- Update and maintain waiting, vacancy, annual review, and inspection lists.
- Write routine reports, file correspondence, draft procedure manuals, and assist with environmental reports.
- Assist with low rent and remaining homeownership programs.
- Read and understand governmental regulations, ordinances, and resolutions. All HUD guidelines, Federal Statutes, maintenance instructions and procedure manuals. Update as needed.
- Develop a working knowledge of HUD NAHASDA, the Delaware Tribe Housing Program, Housing Data System (HDS), and the local housing market.
- Strict confidentiality in regards to all Housing and Tribal matters is a must.
- Must be willing and have the capability to travel for various conferences or workshops.

Delaware Tribe of Indians Recognizes First recipients of Warrior Medal of Freedom Award
The Tribe on March 27 recognized the first recipients of the Warrior Medal of Freedom, the Tribe’s highest honor. The honor was presented to those who served in the military for their taking the oath to protect our Tribe and Nation against all enemies, and the civilian award is for the Warrior who fought to keep our sovereignty and culture alive and continues to fight for our rights. Below, Elder & Navy Veteran Steven Donnell presents the award to Chief Brad KillsCrow (US Navy), Sarah Boyd (US Army Combat Veteran-Iraq), and Annette Ketchum for her lifetime work keeping tribal sovereignty and cultural preservation alive. Other Awardees not photographed were Jim Baker (US Army) and Marcus Falleaf (US Marine Corps).
Mobile Domestic Violence Victims Advocate

General Description
The primary role of the Domestic Violence Victims’ Advocate is to support and assist victims of domestic violence, sexual assault, stalking, harassment, teen dating violence, and human trafficking in the community remove client barriers to safety and self-sufficiency. The Domestic Violence Victims’ Advocate will develop partnerships with court personnel, shelters, and community agencies to coordinate, collaborate and leverage resources and services to clients. All services will be client-centered and provided with the best interest of the client. The Domestic Violence Victim Advocates will work closely with the Transitional Housing Advocates. Assigned service area will be Chautauqua, Elk, and Montgomery OR Wilson, Neosho, and Labette Counties in Kansas. Company vehicle will be provided for work travel.
Minimum Qualifications
- A Bachelor’s Degree in Social Sciences with a minimum of three years of experience OR 5+ years of experience working in the fields of domestic violence advocacy, crisis intervention, application of victim protective orders, and navigation of court systems.
- Must have a demonstrated problem-solving approach to concerns and challenges.
- Must possess strong written and oral communication skills and must be able to demonstrate good interpersonal skills.
- Knowledge of family violence dynamics, trauma informed advocacy services, environmental stressors, safety planning, risk assessments, local community resources, and federal and state laws pertaining to domestic abuse, Family law and the Victim Rights Bill.
- Knowledge of family systems, cultural and ethnic diversity, client engagement and community resources. Experience in assessment and intervention desired.
- The ideal candidate would be extremely organized, detail-oriented and passionate about helping survivors of domestic violence.
- Position requires occasional in state and out of state travel. Must have dependable transportation. Must possess and provide verification of valid driver’s license; and must maintain and provide verification of current automobile insurance. A clear motor vehicle driving record is required to operate tribal GSA vehicles.
- Requires a high level of personal integrity and ethics.
- Abides by the Delaware Tribe of Indians policy on confidentiality and always respects the integrity and confidentiality of the clients.
- Must display proficiency in Microsoft Office programs and overall general computer skills. Excellent and effective written and oral skills are essential, along with strong organizational skills.
- Must be able to work individually or as a team.
- Must be able to pass a criminal background check.
Job Responsibilites
- Supports Domestic Violence Victim clients with admission into the program through intake, in identifying and obtaining resources for basic needs, ongoing client advocacy, goal-setting assistance, crisis advocacy, obtaining victim protection order, assists with navigation of legal process, attends and participates at partner meetings and community engagement events, and safety planning.
- Communicate with community partners and court personnel to create strong service collaborations.
- Answers calls on the 24-hour crisis line during week-long rotating shifts.
- Return telephone and email communications promptly.
- Collaborate with Transitional Housing Advocates to assist their clients in finding safe housing, self-sufficiency, and coordinate follow-up services for program participants.
- Collaborates with Outreach Coordinator to seek out and provide educational outreach activities to inform the community about the dynamics of domestic violence and increase awareness of the services offered at FCS.
- Provide services in a manner that supports best practices, client centered, and trauma informed.
- Maintain professional competency in Domestic Violence Victims’ Services through appropriate professional training, attendance at workshops, and conferences in addition to consultation with other professionals in the Domestic Violence Victims’ Services field. Attend training activities provided by federal and state program sources.
- Abides by the Delaware Tribe of Indians policy on confidentiality and always respects the integrity and confidentiality of the clients.
- Other duties as assigned by the Director or Advocate Coordinator.

General Description
The primary role of the Transitional Housing Advocate is to support and assist victims of domestic violence, sexual assault, stalking, harassment, teen dating violence, and human trafficking in the community find transitional housing services to remove client barriers to safety and self-sufficiency. Child Development Director

General Description
The Child Development Director is responsible for the overall success of the Lenape Early Learning Center and the Delaware Tribe of Indians Child Care services. The Director will ensure proper management and execution of Head Start, CCDF and inter-tribal contracts and grant compliance. Director will work with Tribal Operations Manager and Tribal Council to provide community childcare services throughout the Delaware Tribal Service Area.
Qualifications
- Bachelor’s Degree in Education, Early Childhood Education, Business Administration, or related fields
- Knowledge and experience in Early Head Start/Head Start, tribal CCDF and/or state/ federal human services programs
- Must have experience in program planning, budgeting, and management
- Requires a high level of personal integrity and ethics
- Requires a high level of problem solving, organization skills, and¬ must be a self-starter
- Requires good interpersonal, communication, and teamwork skills
- Requires a high level of confidentiality and flexibility.

Duties and Responsibilities
- Directly supervises the Lenape Early Learning Center Director to ensure efficient program operations that serves 36 Early Head Start children and 40 preschool and school age children.
- Directly supervises the LELC accountant, Education Managers, Family Services Coordinator, Enrollment and Subsidy Coordinator, Kitchen Manager and maintenance.
- Oversite responsibility for recruiting, hiring, evaluating and training all staff.
- Responsible for ensuring the EHS program meets the Early Head Start Performance Standards and is in compliance with all federal regulations.
- Responsible for ensuring the CCDF Childcare program meets all federal requirements as set forth by the Office of Child Care and the Cherokee Nation.
- Prepares EHS grants, reports, budgets, newsletters, etc. and manages information on the Head Start Enterprise System (HSES)
- Prepares CCDF reports and budgets for the Cherokee Nation and is responsible for conducting the child count.
- Maintains close communication with the Delaware Tribal Council and provides written monthly reports.
- Works closely with the EHS/Childcare accountant to ensure the fiscal integrity of both programs including the use of program revenues.
- Responsible for maintaining the Delaware Child Development Center facility in accordance with local, state, federal and tribal regulations.
- Responsible for contracts with service providers
- Responsible for establishing an EHS/CCDF Policy Council and maintaining a close working relationship with the members.
- Responsible for the USDA Child and Adult Care Food Program
- Attends virtual and in person trainings.
- Represents the Delaware Tribe at childcare and EHS meetings and conferences.
- Responsible for ensuring the Delaware Child Development Center reflects the culture and values of the Delaware Tribe.
