Human Resources Generalist

General Description:

In a branch of the Delaware Tribe, assists in providing a wide range of HR support and advice to a staff of approximately 40 employees. Administers policies relating to all phases of Human Resources activity by performing the following duties:

Qualifications:

  • A Bachelor’s degree in Human Resources from a four-year college or university, OR
  • An Associate’s Degree in Human Resources and 2-3 years direct experience
  • Ability to address, investigate and resolve complaints and concerns
  • Knowledge of employee benefit programs
  • Knowledge of payroll tax liabilities
  • Familiarity with worker’s comp and state regulated mandates on employment
  • Ability to write reports, business correspondence, and procedural manuals
  • Ability to effectively present information to employees, management, customers and the general public
  • Ability to define problems, collect information, establish facts and draw valid conclusions
  • Requires a high level of personal integrity and ethics
  • Willingness and ability to learn new skills, including travel to conferences and training sessions

Duties and Responsibilities:

  • Creates job descriptions and advertises job postings
  • Recruits qualified applicants to fill vacant positions
  • Serves as in-house training coordinator
  • Enters new hires into the payroll system
  • Maintains Policies and Procedures Manual
  • Assist Department Directors with maintaining and updating Position Descriptions
  • Mediates disputes and grievances
  • Performs payroll adjustments, approvals, and submissions
  • Conducts New Employee Orientation
  • Administers all benefit plans
  • Responds to inquiries regarding policies, procedures and programs
  • Responds and advises on personnel issues
  • Investigates accidents and reports to insurance carrier
  • Maintains personnel files
  • Conducts wage surveys within labor market when assigned
  • Prepares employee separation notices and related documents
  • Conducts exit interviews
  • Other Human Resource duties as needed or assigned

  • None

General Description:

Answers inquiries and obtains information for general public, customers, visitors, and other interested parties. Provides information regarding activities conducted at the tribe; location of departments, offices, and employees within the tribe.

Qualifications:

  • High school degree
  • Proven work experience as a Receptionist, Front Office Representative or similar role
  • Proficiency in Microsoft Office Suite
  • Hands-on experience with office equipment (e.g. fax machines and printers)
  • Professional attitude and appearance
  • Solid written and verbal communication skills
  • Ability to be resourceful and proactive when issues arise
  • Excellent organizational skills
  • Multitasking and time-management skills, with the ability to prioritize tasks
  • Customer service attitude

Duties and Responsibilities:

  • Greets persons entering establishment, determines nature and purpose of visit, and directs or escorts them to specific destinations.
  • Provides information about establishment such as location of departments or offices, employees within the organization, or services provided.
  • Operates telephone switchboard to answer, screen and forward calls, provides information, takes messages, and schedules appointments.
  • Collects, sorts, distributes and prepares mail, messages and courier deliveries.
  • Files and maintains records.
  • Transmits information or documents to customers, using computer, mail, or facsimile machine.
  • Processes and prepares memos, correspondence, travel vouchers, or other documents.
  • Performs administrative support tasks such as proofreading, transcribing handwritten information, and operating calculators or computers.
  • Orders office supplies on a routine basis.
  • Performs other duties assigned by Tribal Manager.

Updated LIHEAP Application Available

Summer LIHEAP applications are now being accepted!

LIHEAP is a federally funded program that assists low income households with their home energy costs. Priority will be given to applicants who meet the income guidelines and have NOT received assistance from DHS, Cherokee Nation, or any other federally funded program within the past 6 months (once a year for heating and once a year for cooling.) We will verify with each federal program for confirmation of whether or not assistance has already been received for the current season.

The tribe has (7-14) business days to process an application. Once processed, we have up to 14 days to submit payment after we have pledged the account. It is the responsibility of the applicant to provide the information requested and only fully completed applications will be processed.

General Description:

The Human Resources Director is responsible for leading the Human Resources Department; acting as a resource and advisor to department directors, the Tribal Operations Manager, the Chief and the Tribal Council on personnel matters; and organizing the employee structure for the Delaware Tribe of Indians.

Qualifications:

  • Bachelor’s degree in Human Resources and/or 3 – 5 years experience in Human Resources
  • Knowledge of employee benefit programs
  • Knowledge of payroll tax liabilities
  • Familiarity with workman’s comp and state regulated mandates on unemployment
  • Experience in Abila Fund 100 Accounting preferred but not required
  • Knowledge of federal, state, and tribal labor laws
  • Experience in writing policies and procedures
  • Requires a high level of personal integrity and ethics
  • Requires a high level of problem solving skills
  • Requires familiarity with grant writing, administration, and compliance with grant regulations
  • Requires familiarity with the concepts project of management
  • Requires familiarity with the concepts of budget development and compliance with Tribal budgets
  • Requires familiarity with planning concepts and processes including but not limited to program planning
  • Requires willingness and ability to learn new skills, including travel to conferences and training sessions
  • Requires ability to use Microsoft Office Suite programs as well as Microsoft Project
  • Requires good interpersonal communication and teamwork skills
  • Must have own transportation and clean driving record- may be required to drive GSA vehicle or tribal vehicle to meeting or training

Duties and Responsibilities:

  • Creating job descriptions
  • Interviewing and advising on the selection process
  • Communicates with the staff on behalf of the Chief and Tribal Council in coordination with the Tribal Operations Manager
  • Create and advertise job postings
  • Mediates disputes and grievances
  • Ensures that all department directors are enforcing Delaware Tribal policies and procedures throughout the tribal programs in coordination with the Tribal Operations Manager
  • Facilitate and advise on personnel actions
  • Create and update policies and procedures
  • Aid department directors in writing and updating department policies and procedures
  • Enter new hires into the payroll system
  • Conduct new hire process
  • Serve as in-house training coordinator
  • Maintain personnel files
  • Provide counseling for employees when needed
  • Other duties as assigned by the Chief and the Tribal Council

Wellness Center Attendant

General Description:

The Wellness Center Attendant monitors Wellness Center activities, provides instruction to clients on the use of Wellness Center equipment and receives, processes and maintains applications and payments for the center. Also, the attendant will provide tribal citizen’s with information and forms regarding the tribe’s assistance programs and services.

Qualifications:

  • High School Diploma or GED
  • Must possess and maintain a current CPR and first aid certificate or be willing to obtain within 90 days from start date
  • Prefer experience with Microsoft Office products and various exercise equipment
  • Must be available to work occasional nights, holidays and weekends

Physical Demands:

  • Must be able to lift or move up to 50 pounds
  • Employee is frequently required to sit, stand, walk, handle, lift and grab objects. May occasionally be required to climb, balance, stoop, kneel, crouch, or crawl.

Duties and Responsibilities:

  • Provides instruction to patrons in the proper use of the facility equipment as needed
  • Performs routine daily maintenance tasks such as cleaning equipment and conducting minor repairs on facility equipment
  • Documents and reports all accidents and incidents in the fitness room
  • Documents and reports all equipment malfunctions and safety hazards to supervisor. Daily laundering of towels
  • Monitors fitness room to ensure rules, safety standards and sanitation requirements are met by patrons.
  • Responsible for keeping the locker rooms and restrooms clean and stocked at all times. This includes mopping floors and keeping counters, showers, lockers, and bathroom stalls clean
  • Provide exercise programs or fitness courses for patrons
  • Accepts membership payments for Accounting Department processing and balance cash box
  • Process membership applications and maintain membership files
  • Provides educational material to clients regarding health and prevention
  • Provides customer assistance as needed

Artists Wanted

DELAWARE TRIBAL MEMBERS… Are you an artist? Can you draw pencil or ink sketches of this quality (below)? The Tribal Center has a portrait series of Delaware Tribe Chairmen/Chiefs during most of the 20th century (from George Bullette to Lewis B. Ketchum). The examples shown here are Joe Bartles (1922-1951) and Bruce Townsend (1970-1978). We are seeking Delaware Tribal members to submit a sample sketch of any “head shot” of any person to demonstrate the quality of their art work. If selected the artist may be commissioned to produce a six-part series of portraits from Chiefs Curtis Zunigha (1994-98) through current Chief Chet Brooks.

Kirk Honored for Artistic Contribution to Center

The South Coffeyville Native American Fellowship center (NAFI) for Cherokee Nation activities recently honored Mary Kirk of Coffeyville, Kan., for providing the symbol of the Cherokee Nation she painted on the floor at the entrance of the center.

Kirk, who is Cherokee and Delaware and a 25-year member of the Bartlesville Indian Women’s Club, painted a Cherokee Medicine Wheel, with a camp fire and feathers, which is her own artistic design and colors. The painting is five feet in diameter and entitled, “Ancient Flame.”

Bill Davis, president of NAFI, asked Kirk to provide this artistic work where hundreds of Cherokee and non-Cherokee citizens pass through this entrance every month for regularly scheduled business meetings, cultural activities and more.

Davis said, “Mary is a member of NAFI and volunteered her time and talent at no charge to the center. It’s all about giving back.”

He then added, “I am so pleased with her work. This center is for all the tribes around here and we have the Cherokee, Delaware and Shawnee tribal flags flying outside the center.”

The NAFI center is a building built in 2004 through grants, financial help from the Cherokee Nation and from volunteers who helped with the construction.

Kirk is an artist who has studied and worked with acrylics, oil, textiles, jewelry-making, paper art and clothing design. She especially enjoys her five children, 21 grandchildren and 16 great-grandchildren. She has been a teacher of her heritage among the family and Indian organizations. The name of Kirk’s art business is Pachis Pakay O

Kirk painted an expansive mural surrounding the Bartlesville Indian Women’s Club exhibit at the Dewey Hotel Museum Second Floor East Room. She has chaired the Bartlesville Indian Summer Youth Art Show for eight years. The show has grown from 40 entries to over 160.

As an active member of the Bartlesville Indian Women’s Club, Kirk participates in all the fundraising, community work and style shows.
