IMPORTANT ANNOUNCEMENT: Changes Coming to Tribal Programs

Funds made available for our Tribe’s Community Services and Education Assistance programs come from the Delaware Tribe’s Investment income our Trust Board has invested with the Tribe’s Money Management Firm. Unfortunately, after the January Trust Board meeting it was learned that no investment income had been realized from the previous year. This affects all of our Trust Board committee’s funding by these lack of earnings. So, the Community services and Education committee met and has taken the following action: No Trust Fund Scholarships will be awarded for the Spring Semester of 2019.  This includes our other Education assistance programs, Vo-Tech, Athletic, Driver’s Ed., School Supplies and Academic awards.

The Community Service benefits will be reduced as follows: Burial assistance $375.00 , Elder Prescriptions $75.00 maximum per year, Medical assistance $120.00  and Emergency assistance $25.00. Dental, Elder Optical, Student Optical and Rental assistance benefits have been eliminated.  Should funds become available, further notification will be provided to our social media and updated in our April issue of the Delaware Indian News.

Trust Board Vacancy Filled

Congratulations, Kay Anderson, new Trust Board member. Kay was voted in during the Trust Board meeting of December 19, 2018. Kay will serve for the next four years.

The Trust Board meets monthly usually on the third Wednesday and members are required to attend meetings unless they have an excused absence (illness, accidents, or death in family).

Delaware Tribe Signs Onto AAIA Statement

Along with sixteen other organizations and Tribes, the Delaware Tribe of Indians has signed onto a statement urging collectors interested in American Indian art to instead support contemporary American Indian artists and their creations made for the art market. Released by the Association on American Indian Affairs, the statement is intended to provide guidance to collectors and auction-houses, and is supported by the Tribe’s Historic Preservation Office.

General Description
The Director of the Delaware Tribal Enrollment Department is responsible for leading the Enrollment Department and its staff, preparing an annual plan and budget for the department, managing special projects that work toward the continual improvement of the department and its services, and ensuring all department staff perform their duties in a manner that positively represents the Delaware Tribe of Indians. This is one of the most visible departments in the Tribe so professional appearance, conduct, customer service and confidentiality is a must.

Qualifications
Bachelors Degree in Business Administration, Library Sciences or Indian Studies OR two to three years experience in a tribal enrollment office.

  • Requires a high level of personal integrity and ethics.
  • Requires a high level of problem solving and organization skills.
  • Requires familiarity with the concepts of project management and audits.
  • Requires familiarity with the concepts of budget development and compliance with Tribal/federal budgets.
  • Requires familiarity with planning concepts.
  • Requires willingness and ability to learn new skills, including travel to conferences and training sessions.
  • Requires ability to use Microsoft Office Suite programs as well as Microsoft Project. Proficiency in the Progeny program preferred but not required.
  • Ability to become proficient in the Progeny Program within 30 days of hire.
  • Requires excellent interpersonal communication and teamwork skills.
  • Requires a high level of confidentiality due to the nature of the department.
  • Requires excellent verbal and written communication skills.
  • Must have good spelling, typing and computer skills.

Duties and Responsibilities

  • Provides direction and oversight to Enrollment Department staff, as well as delegates duties and projects.
  • Provides exceptional customer service to Delaware Tribal members.
  • Creates monthly, quarterly and annual reports on the Enrollment Department.
  • Creates annual plans, including budgets.
  • Maintains and researches list of “Lost Delaware” to update membership information.
  • Trains all new hires in the Enrollment Department.
  • Identifies and/ or develops appropriate policies and procedures for the department and update as needed.
  • Creates and presents monthly resolution approving new Tribal members to the Tribal Council.
  • Assures that electronic records for each Tribal member are created and maintained according to Tribal law.
  • Provides statistical reports concerning membership to authorized parties.
  • Provides mailing lists as needed to authorized individuals
  • Performs bi-annual audits of enrollment files and address findings to the Tribal Manager.
  • Verifies enrollment of Tribal members to external sources (IHS, BIA, LIHEAP).
  • Accepts a custodial responsibility for the Delaware Tribal Enrollment Department and all of the records housed in that department.
  • Be present at work related events if they land on weekends or holidays.
  • Supervises the enrollment staff and provides training and guidance as needed.
  • Verifies eligibility for enrollment into the Tribe.
  • Performs duties as assigned by the Tribal Operations Manager and Tribal Council.

Domestic Violence Advocate

General Description
The Domestic Violence Advocate’s main role is to assist domestic violence victims in achieving safety and resource utilization to be free from violence. The Advocate will assist victims by promoting trust and communication with the criminal and civil court system as well as partner agencies.

Minimum Qualifications
A Bachelor’s Degree in Social Sciences with a minimum of one year of experience OR 3 to 5 years of experience working in the field of domestic violence advocacy or crisis intervention with a demonstrated understanding of the dynamics of domestic violence and effective intervention strategies. Must be skilled in working with sensitive issues and possess a commitment to respecting the confidential nature of the work. Must have a proven ability to work effectively with diverse clients and resource services. Must have a demonstrated problem-solving approach to concerns and challenges. Must be proficient in data collection and reporting, and possess strong written and oral communication skills.

Job Responsibilities

  • Provides crisis intervention and advocacy services for domestic violence and sexual assault victims, including:
    • Safety Planning
    • Needs Assessment
    • Referral Services and facilitation in obtaining services
    • Lethality Assessments
    • Domestic Violence Education
    • Court accompaniment and support
    • Court preparation and follow-up
  • Assists victims in completing the ex parte order of protection paperwork, presenting the protective order petition to the Court and understanding the legal process.<.li>
  • Assists victims in identifying and obtaining resources for basic needs.
  • Provide ongoing advocacy based counseling and safety planning.
  • Engage in community networking activities to both increase access to services for individuals as well as assist community service providers in understanding the dynamics of abuse.
  • Attends and participates in local, state and tribal coalition meetings and programs.
  • Assists in the evaluation and revision of policies, procedures and protocols, and provides technical assistance. Facilitates data collection and management.
  • Responsible for special projects such as the development and presentations or training programs for tribal staff and community partners.
  • Other duties as assigned by the Director of Children & Family Services.
