General Description
Responsible for assisting the Housing Specialist with the daily administration of the US Treasury Emergency Rental Assistance program and other Covid related grant application processes. Answer inquiries and provide information for Delaware Tribal members, and other interested members of federal recognized tribes, inquiring about the emergency assistance services provided. Provide information regarding the application process. It is extremely important that the Clerk be courteous, pleasant and cooperative with our visitors in the office or when speaking to the public via phone.

Required Qualifications

  • Experience working in a secretarial position
  • High school Diploma or GED

Duties and Responsibilities

  • Operate telephone to answer, screen and provide information about the application process and schedule appointments when necessary.
  • Receive applications, verify information, record and scan documents, receipts, maintain a call log.
  • File and maintain records.
  • Transmit information or documents using computer, mail, scanner, or facsimile machine
  • Knowledge of processes for providing customer and personal services.
  • Knowledge of basic computer skills, excel spreadsheets would be helpful, managing files and records, and other basic office skills.
  • Must be able to handle confidential and sensitive material and information with discretion.

General Description
The primary role of the supportive housing program assistant is to provide administrative support to the program coordinator and program staff. The program assistant will also act as the primary liaison between the department and participating landlords/property managers.

Required Qualifications

  • Minimum 1 year of secretarial/administrative experience; Associate’s Degree in related field preferred.
  • Excellent organizational skills, time management, and detail oriented thinking.

Duties and Responsibilities

  • Ensure monthly rent payment checks by completing check request forms, coordinating with division finance manager & tribal accounting office, tracking electronic data, and mailing physical checks.
  • Assist coordinator & staff in the collection & entering of client forms, service data, and payment records into the da-tabase and in physical files.
  • Assist coordinator & staff in the completion of grant-mandated performance reports.
  • Contact landlords/property managers to deliver & facilitate return of needed documents.
  • Answer phone calls & emails, interface with clients & the public, and direct inquiries to appropriate program staff if needed.
  • Manage coordinator & program staff calendars, attend meetings, take minutes, and email reminders.
  • Assist with planning, logistics, and set-up of community engagement & outreach events.
  • Other duties as assigned by the Director or Supportive Housing Coordinator.

DELAWARE TRIBE OF INDIANS’ STATEMENT ON DAYCARE CLOSURES

For Immediate Release

March 29, 2022

Bartlesville, Oklahoma – The Delaware Tribe of Indians has been informed that the Washington County Child Care Foundation has decided to close its doors on March 31, 2022. Unfortunately, the Foundation is placing blame partly on the Tribe, but this is not true. At no time would the Tribe take any action that would purposefully cause needless disruption on the lives of children and families who rely on the important daycare services provided by the Foundation.

While it is true that the Tribe and the Foundation are trying to resolve a dispute so that the Foundation can be reimbursed for services, the Tribe finds it regrettable that the Foundation would abruptly shut down and blame the Tribe instead of focusing on resolving the dispute in a timely manner for everyone’s benefit.

New Home and Healthcare Assistance Programs Available Now

APPLICATION FOR HOME AND HEALTHCARE ASSISTANCE

UPDATE: The ARPA Home Repair Program is no longer accepting applications, but members may still apply for funds from the Homeowner Down-Payment Assistance Program. For further questions contact Sarah Boyd at sboyd@delawaretribe.org.

The Delaware Tribe of Indians is pleased to offer various programs for Tribal Citizens. Funded by the American Rescue Plan Act (ARPA), these programs are intended to provide economic relief for Delaware Tribal Citizens in response to the COVID-19 Pandemic. The following programs you may be eligible for are 1) Homeowner Down Payment Assistance Program or 2) Healthcare and Long-Term COVID Recovery Program. Each program has unique guidelines. For detailed information, please see below.

Homeowner Down-Payment Assistance Program: The Delaware Tribe of Indians is aware of the need for housing for its Tribal Members. In response to this shortage of homes, the Tribe is creating a down payment assistance program to remove the barrier between Delaware Tribal Members and home ownership. By assisting with closing costs, the Delaware Tribe aims to address the housing crisis and assist their Tribal Members in attaining adequate and affordable housing.
The Delaware Tribe will assist with up to $5,000 in assistance for closing costs on a new or refinance mortgage transaction. There is not income limitation for this program, and all Delaware Tribal Members are encouraged to apply. However, special priority will be given to individuals at or below the Federal Poverty Guideline and with other qualifying factors (see application below).

Healthcare and Long-Term COVID Recovery Program: This program intended to provide economic relief to Delaware Tribal Members who are uninsured, underinsured, or need assistance paying medical bills as a result of a COVID-19 diagnosis. Some individuals who have contracted the COVID-19 virus have long-term health implications that require ongoing health treatments or the purchase of medical supplies. This program will help those individuals in payment of their medical bills.
There is not income limitation for this program, and all Delaware Tribal Members are encouraged to apply. However, special priority will be given to individuals at or below the Federal Poverty Guideline and with other qualifying factors (see application below).

Tribal Operations Manager

General Description
The Tribal Operations Manager provides oversight to all Delaware Tribal Programs on behalf of the Chief and the Tribal Council and acts as their liaison to the tribal employees. This is an at-will position serving at the pleasure of the Chief as well as being a political appointment of the Chief.

Required Qualifications

  • Bachelor’s degree in business administration, public administration, or other similar degree and/or five years executive management experience (tribal government experience preferred but not required).
  • Requires a high level of personal integrity and ethics.
  • Requires a high level of problem solving skills.
  • Requires familiarity with grant writing, administration, and compliance with grant regulations.
  • Requires familiarity with PL638 and the BIA.
  • Requires familiarity with the concepts of project management.
  • Requires familiarity with the concepts of budget development and compliance with Tribal budgets.
  • Requires familiarity with planning concepts and processes including but not limited to program planning.
  • Requires willingness and ability to learn new skills, including travel to conferences and training sessions.
  • Requires ability to use Microsoft Office Suite programs as well as Microsoft Project.
  • Requires good interpersonal communication and teamwork skills.
  • Must have own transportation and clean driving record- may be required to drive GSA vehicle or tribal vehicle to meeting or training.

Duties and Responsibilities

  • Hiring and oversight of department director level employees of all tribal programs.
  • Provides oversight to all tribal programs in planning and budgeting for Tribal Council approval.
  • Communicates with the staff on behalf of the Chief and Tribal Council.
  • Communicates with the Chief and the Tribal Council on behalf of the staff.
  • Conducts regular staff meetings and compiles monthly, quarterly, and annual reports for the Chief and the Tribal Council.
  • Ensures that all department directors are enforcing Delaware Tribal policies and procedures throughout the tribal programs.
  • Approves all voucher/purchase requisitions for all tribal programs up to a certain amount.
  • Provides program development for Tribal Council approval.
  • Other duties as assigned by the Chief and the Tribal Council.

General Description
In a branch of the Delaware Tribe, assists in providing a wide range of HR support and advice to a staff of approximately 50 employees. Administers policies relating to all phases of Human Resources activity by performing the following duties:

Required Qualifications

  • A Bachelor’s degree in Human Resources from a four-year college or university and/or 2-3 years direct experience
  • Ability to address, investigate and resolve complaints and concerns
  • Knowledge of employee benefit programs
  • Knowledge of payroll tax liabilities
  • Familiarity with worker’s comp and state regulated mandates on employment
