Delaware Tribe of Indians COVID-19 Childcare Credit Program Application Now Available

The Delaware Tribe of Indians received funds from the CARES Act. The funds are authorized as a General Welfare Exclusion (GWE) program and were adopted via motion by the Tribal Council on June 19, 2021. The COVID-19 pandemic has brought to light the lack of safe, reliable, and affordable childcare options for the citizens of Delaware. In many cases it caused a closure of facilities and at-home childcare providers. This plagued long waitlists for those that stayed open, ballooned costs, and safety concerns. Therefore, Tribal Council has made a Childcare Credit Program available to qualified tribal members in the amount of $3,000 per child that was between the ages of 0-5 years old as of March 27, 2020.

This application must be fully completed to be accepted. The program will be administered on a first-come, first-serve basis until funding is available. Payments will be processed approximately 30 days after verification of an approved application. Applications must be received by the Tribe on or before Friday, October 31, 2021.

Delaware Tribal Elders Trip July 22| Make Your Reservation by July 16

DELAWARE TRIBAL ELDERS TRIP!! Leaving from the Delaware Tribal Center Wednesday, July 21 PROMPTLY at 1 o’clock pm to go to Indigo Sky Casino. All meals will be group meals provided by the Elders Committee. Any attendee not attending any group meal will be responsible for their own meal cost for that particular meal. On Thursday, July 22, we will do a day trip after breakfast but the details are to be determined. The group lunch will be during the day trip. Evenings are reserved for individuals gambling, swimming, or just enjoying their rooms. We will depart to come home at checkout time on the 23rd enjoying a late group lunch and Braums during our return to Bartlesville. This trip is available to any Delaware Tribal Elder and one guest. All guests must be 55 years or older.

General Description
EHS Family Service Specialist is responsible for providing family service assistance for families with children enrolled in the Lenape Early Learning Center. FSC has the responsibility for family support services including implementing, coordinating and providing direct case management services to EHS-CC families, developing and implementing partnerships with EHS-CC families including Family Partnership Agreements. Must coordinate/provide training to parents and community agencies; monitor the implementation of social services, parent involvement, volunteer services, and community partnerships and assist with the health and other support services provided to families. In conformance with Head Start Performance Standards, assist families to build on their strengths and develop plans to address areas of concern, including job market assistance, and resource identification. Must demonstrate ability to work effectively with people, possess excellent problem solving, planning, and organizational skills. Be patient, able to resolve conflicts, gentle, kind, creative, resourceful, detail and multi-task orientation with a strong desire to succeed and be able to cope well with stress.

Required Qualifications

  • Minimum requirement of an Associates or Bachelor’s degree in Child Development, Education, or Social Services
  • Or a minimum or 2 years working with or for community outreach programs or nonprofit organizations and must have a working knowledge of local community resources
  • Exceptional customer service skills
  • Knowledge of IEP, ILP and social services for children
  • Exceptional written and verbal communication skills
  • Minimum of 20 hours training required annually
  • Meet and maintain all state and licensing requirements, accreditation criteria, and LELC policies
  • Have no felony convictions or misdemeanor convictions for offenses relating to children or violence, and satisfactorily complete the required background check and drug testing

Duties and Responsibilities

  • Receive training in child abuse reporting and other family advocacy programs and trainings
  • Work as part of the Head Start leadership team in long- and short-term program planning.
  • Assist in the creation of procedures, documents, and other systems to maintain compliance with Program Performance Standards, licensing, and the Head Start

Relief Funds for Tribal Members Affected by COVID-19 to be Available Soon

PRESS RELEASE

On Saturday June 19th 2021 the Tribal Council of the Delaware Tribe of Indians voted unanimously to allocate $16.5M Dollars to facilitate a one-time $1500.00 payment to ALL Tribal Members who have been affected by Covid-19 and submit an application. The Tribal Council also passed a motion to assist parents with childcare costs. This motion set aside an additional $2M to distribute to the parents with children under the age of five (5). This allows the Delaware Tribe to give $3K per child to the parents to offset the cost of childcare. We are very excited to get this process started in the very near future. CARES ACT Guidelines require certain processes and we are developing and implementing those as fast as we can to get these payments out to the tribal members. At this time NO ACTION is necessary from the tribal members while we prepare for these distributions. The Delaware Tribe will release application opening dates and deadlines within the next 10 business days. We appreciate your cooperation and consideration.

General Description
The Housing Specialist is responsible for performing administrative activities for the Housing Director within the Delaware Tribe of Indians, to ensure objectives are met within the appointed time frame and funding costs. It requires to meet and deal effectively in contact with Native American people and organizations. You must have tact, courtesy, confidentiality, discretion, resourcefulness, and sound judgement in sensitive situations at all times.

Required Qualifications

  • High school degree or GED required; two years of related job experience and/or training; combination of both preferred.
  • Basic language, mathematical, and computer skills.
  • Must have working knowledge of Windows, Excel, Microsoft Office, etc.
  • Able to interpret/carry out all forms of instructions and multitask.
  • Ability to handle highly sensitive and confidential information.

Duties and Responsibilities

  • Work in an office environment or in the field as required.
  • Answer incoming calls, emails, and assist with payables.
  • Maintain all applications, brochures, welcome packets, and other information as required.
  • Daily check, scheduling and update of the tenant/Inspector calendar.
  • Present information and respond to questions from clients, customers and the general public.
  • Review and process incoming housing applications.
  • Prepare leasing agreements and acquire signatures as needed.
  • Setup, maintain, and secure all active/inactive tenant files and other office files.
  • Update and maintain waiting, vacancy, annual review, and inspection lists.
  • Write routine reports, file correspondence, draft procedure manuals, and assist with environmental reports.
  • Assist with low rent and remaining homeownership programs.
  • Read and understand governmental regulations, ordinances, and resolutions. All HUD guidelines, Federal Statutes, maintenance instructions and procedure manuals. Update as needed.
  • Develop a working knowledge of HUD NAHASDA, the Delaware Tribe Housing Program, Housing Data System (HDS), and the local housing market.
  • Strict confidentiality in regards to all Housing and Tribal matters is a must.
  • Must be willing and have the capability to travel for various conferences or workshops.

COVID-19 Emergency Rental Assistance Program

NOTICE: DTI housing program still has COVID-19 Emergency Rental Assistance funds.

Please use the attached application and return to the Delaware Tribe of Indians Housing Department with all the documentation listed in the instructions.

The DTIs’ IHBG (Indian Housing Block Grant) COVID-19 Emergency Rental Housing Assistance Program is designed to assist low income Native American families with emergency rental housing related assistance. Assistance may include deposit and/or monthly rent, temporary lodging, lot/site rental for manufactured housing, and may also include utility charges, but DOES NOT include repairs or installation of items for the unit. Current residents of DTI affordable housing are not eligible for this assistance.

This program is limited to one-time assistance and is only to be provided during the COVID-19 pandemic emergency and is provided on an urgent basis and is temporary in nature and must be used in prevention, preparation and/or response to the COVID-19 pandemic.

This assistance can only be provided to those families who have not yet received any similar assistance from the Delaware Tribe or other source. Special exclusions or restrictions on units built prior to 1978 apply, due to lead-based paint requirements. In no such case shall the term of the assistance or lodging provided exceed 100 days regardless of whether or not the entire $1,000 award has been exhausted. The Delaware Tribe reserves the right to recapture or award a lesser amount in such cases. If approved for assistance, the voucher will be mailed directly to the vendor, landlord or utility company.

INSTRUCTIONS: Please read carefully and submit a completed application with all required documentation. Incomplete applications will not be processed. Due to the flexibility of the program, applicants must submit documentation specifically related to their request for assistance. Applications may be submitted online with electronic documentation with some sections completed verbally over the telephone.

1. Verification of Tribal enrollment with a federally recognized tribe for Head of Household OR Spouse, CDIB card, Tribal ID OR official correspondence from the Tribal enrollment office OR Bureau of Indian Affairs are all acceptable forms of documentation.

2. Identification for everyone listed on the application. Choose one from this list: Driver’s License OR State Identification Card OR Birth Certificate OR Tribal ID Cards OR CDIB. Name changes may be documented by birth certificates, marriage certificates or divorce decrees.

3. Social security card or numbers for everyone listed on the application.

4. Income verification for everyone 18 yrs of age or older. Third party verification is preferred on the form provided. Check stubs, payment statements, prior year tax returns may also be used, and a transaction report from BIA for last 12 months if you own trust/restricted property. If paper copies are not readily available, a self-certification form may be used or verbal self-certification may be provided over the telephone or through email. All are acceptable forms of income verification.

5. Copy of marriage license (if applicable).

6. Copy of dwelling lease/rental agreement that is compliant with the Oklahoma Landlord-Tenant Act, and/or documentation from a hotel/lodging establishment, utility company, cooperative or municipality with the amount due. This documentation may be provided over the phone with a receipt to follow upon payment.

7. Applicants shall provide a statement that you have not been awarded and received any other emergency rental or similar assistance during the COVID-19 pandemic.

Delaware Tribe of Indians Receives Initial Funds from American Rescue Plan Act of 2021

Press Release

The Delaware Tribe of Indians has received initial payment of Fiscal Recovery Funds of the American Rescue Plan Act of 2021. On May 20th 2021, The United States Treasury issued funds to the Delaware Tribe of Indians in the amount of $55,017,265.71. This initial amount was based on current enrollment data.

The Tribal Council of the Delaware Tribe of Indians is reviewing the 151 page interim rules document to develop a strategy for the utilization of these funds. After the initial review of the rules, the Tribal Council will develop projects and plans to put these funds to work for the Delaware people. A needs assessment will be conducted including tribe wide surveys and town hall meetings to help guide and plan major projects.

Initial categories for eligible uses are: Support for public health expenditures, address negative economic impacts caused by the public health emergency, replace lost public sector revenue, invest in water, sewer, and broadband infrastructure. The ARP Act of 2021 provides broad flexibility within these categories to allow the tribe to maximize the impact that these funds can have on the tribe and its members.

The Delaware Tribe will also receive another round of funding that will be based on employment data and will be distributed during the summer of 2021.

General Description
Lenape Early Learning Center is seeking a qualified professional with their Child Development Associate Certification, Certificate of Mastery or a degree related to early childhood with experience in a full-time child care setting. Candidates without certificates but possess working experience who are willing to obtain proper certification within 18 months will also be considered. This person will be responsible for the implementation of curriculum and maintaining OKDHS licensing requirements at all times. This person will responsible for the day to day running of their designated classroom and must adhere to and complete all necessary child daily reports as well as maintain a high level of confidentiality.

Required Qualifications

  • If candidate does not possess certifications they must obtain a minimum of a CDA within 18 months of hire
