Reminder: Rose Pavluk Memorial Scholarship Applications Due By February 15

The Rose Pavluk Memorial Scholarships Offer. A New Financial Aid Opportunity for Delaware Students

The Delaware Indian News is honored to announce the Rose Pavluk Memorial Scholarships, a new initiative dedicated to supporting the educational aspirations of Delaware students. These scholarships will support students who are enrolled Tribal members seeking post high school education or training at a two- or four-year college, a technical/trade school, or graduate program.

This year, two scholarships of $1,500 will be awarded to full-time students and two scholarships of $500 will be available for part-time students. Ms. Pavluk plans to continue offering the scholarships and hopes that other donors outside the Tribe may be inspired by her example. Successful applicants may reapply for subsequent academic years. There is no cap on the total years one can receive a scholarship. The award will be made directly to the student. Applications will be accepted beginning July 1 through September 15 for fall semester and December 1 through February 15 for the spring semester.

The scholarships will be awarded based on need and an essay of up to 200 words: “Describe the Role of the Tribal Community in Your Life.” This initiative not only provides financial support but also encourages Delaware youth to reflect on and articulate the importance of their tribal community.

About Rose Pavluk

What moved Marina Pavluk to establish these scholarships in memory of her late mother Rose Marie Pavluk (née Marino)? Ms. Pavluk and her family are not members of the Delaware Tribe, nor do they reside in the Bartlesville area. The Pavluks hail from outside Philadelphia, around the area of Lenapehoking (the traditional homelands of the Lenape). In a Zoom meeting with the Delaware Tribal Council discussing her idea for these scholarships—a meeting which, poignantly, fell on what would have been her mother’s birthday—Pavluk emphasized her and her mother’s deep commitment to social justice and their awareness of the historical injustices faced by Native peoples. In an interview to discuss the scholarships, she spoke of her hope that they will be a tangible way to contribute to repairing the harm suffered by the Tribe and to honor her mother’s warm heart and compassion. She explained, “My mother harbored a deep empathy for Native peoples, and despite her modest means, made contributions to their causes.”

Rose Marie Pavluk spent her entire life in Pennsylvania. As the daughter of Italian immigrants, Rose was raised Catholic and did not attend college. However, she placed immense value on education and was a lifelong advocate for justice and equality. The 5’3” Rose worked in landscaping and despite her small stature, was a giant in extending a helping hand to others, particularly women and girls.

Marina, who holds a master’s degree in Industrial and Labor Relations from Cornell University and worked for the National Labor Relations Board for many years, has continued her mother’s legacy of advocacy. As a member of the Quaker faith, whose “leadings” emphasize social justice and spiritual callings, she is a member of the Right Relationship with the Lenape People Working Group within her Birmingham Friends community in Southeastern Pennsylvania. This group acknowledges and addresses the historical injustices faced by Native peoples, including the violent removal of the Lenape and their subsequent genocide.

Driven by a profound sense of the injustice done to the Lenape people who once called her region home, Marina subscribed to the Delaware Indian News and through reading it she began to understand some of the challenges and concerns of present-day tribal members. She gifted subscriptions to the DIN to the other members of her working group. “Our group started with a land acknowledgment, but realized there is a need to do something concrete beyond that to help heal and repair.” Native Americans remain the lowest college attending ethnicity in the United States, with the cost of attending a significant factor.

Rose Pavluk passed away in December 2019 at the age of 89. Marina believes Rose would have been thrilled about these scholarships, embodying her lifelong commitment to encouraging and uplifting others. “She would have been jumping up and down with excitement,” Marina reflected.

Pow Wow Committee to Hold Open Meeting March 8, 2025

The Delaware Tribe of Indians Pow Wow Committee will hold an open meeting on March 8, 2025 at 1:00 P.M. at the Delaware Tribal Complex’s Forsuthe Hall. We will offer tribal members a chance for a Q & A session, we wil announce committee positions and points of contact, and hold the 2024 Princess Reception.
This event will also be streamed live on the Tribe’s Facebook page.

Announcing Cedar Tree Foundation Scholarship Opportunity For Delaware Youth

The Delaware Tribe of Indians has received a $100,000 grant from Cedar Tree Foundation to assist Delaware Tribal Youth access to higher education. Eligible full-time applicants will receive up to $1,400 in scholarship funding, and part-time applicants will receive up to $500 in scholarship funding.

This program is intended to provide financial assistance for Delaware Tribal members who are enrolled in higher education, The Scholarship Program is meant to provide Delaware Tribal members with financial support for affording tuition to College/University.

Applications will be received on a first come, first serve basis. Approved applications will be notified until program funds are depleted. Scholarship funds are not available for individual living expenses but must be used to cover tuition costs for educational programs.

Delaware Tribe applicant understands that receipt of scholarship assistance, may affect FAFSA (Free Application for Federal Student Aid) if you’ve reached your maximum amount for which you are eligible. If you have questions about getting additional aid, talk to the financial aid staff at your school prior to applying.

General Description
The Executive Director of Tribal Operations (EDTO) provides oversight to all Delaware Tribal Programs on behalf of the Chief and the Tribal Council and acts as their liaison to the tribal employees. The EDTO is responsible for a diverse range of management and administrative functions including the daily operations and personnel management to special projects. The EDTO provides administrative support to the Chief and Tribal Council, including planning, research, communications, personnel, recordkeeping, and property management. Working with the Chief and the Tribal Council, the EDTO contributes to the development and implementation of organizational strategies, policies, and practices.

Essential Duties & Responsibilities
All of the following duties and responsibilites are subject to approval by the Tribal Council:

  • Hiring and oversight of department director level employees of all tribal programs.
  • Facilitate implementation of Tribal Council initiatives; measures achievements against objectives; and directs modification of plans as conditions warrant.
  • Coordinate project management with program directors.
  • Present regular reports on operations to the Chief and Tribal Council.
  • Provide inspired leadership for the organization.
  • Make important policy, planning, and strategy decisions.
  • Development, implement, and review operational policies and procedures.
  • Assist Human Resources with recruiting when necessary.
  • Help promote a tribal culture that encourages top performance and high morale.
  • Oversees budgeting, reporting, and planning for Tribal Council approval.
  • Work with senior leadership in evaluating and further developing the various tribal programs.
  • Ensure all legal and regulatory documents are filed and monitor compliance with laws and regulations.
  • Work with the Tribal Council to determine values and mission, and plan for short and long-term goals.
  • Identify and address problems and opportunities for the tribe.
  • Build alliances and partnerships with other organizations.
  • Support employee communication with the Chief and Tribal Council.
  • Conducts regular staff meetings and compiles monthly, quarterly, and annual reports for the Chief and the Tribal Council.
  • Ensures that all department directors are enforcing Delaware Tribal policies and procedures throughout the tribal programs.
  • Approves all voucher/purchase requisitions for all tribal programs up to a certain amount.
  • Other duties as assigned by the Chief.

Education Requirements, Skills & Qualifications

  • 4-year College degree in administration or related field or five (5) years executive management experience, with two (2) years in program administration or any equivalent combination of education and experience which provides the skills, knowledge, and ability necessary to perform the tasks.
  • Tribal government experience preferred.
  • High level of personal integrity and ethics.
  • Organizational, analytical, and problem-solving skills.
  • Considerable knowledge of management information systems.
  • Familiarity with concepts and practices of personnel management.
  • Knowledge of computers, word processors, and other office equipment.
  • Ability to meet and deal effectively with officials of other organizations and the public.
  • Flexibility required in days and hours available for work, including weekends.
  • Ability to work effectively as a member of a team.
  • Oral, written, and interpersonal communication skills.
  • Ability to work independently and supervise a team.
  • Demonstrated leadership ability and the possession of tact, integrity, and common sense.
  • Familiar with budget development and compliance with Tribal budgets.
  • Ability to prioritize and work in a fast-paced environment, meeting deadlines as required.

  • The ability to work in a constant state of alertness and in a safe manner.
  • Possession of a current State issued Driver’s License and clean MVR.
  • Must possess a valid driver’s license and have a clean driving record; may be required to drive GSA vehicle or tribal vehicle to meetings and/or trainings.

Work Environment
This position works mainly in an indoor, climate-controlled office setting. Must be able to work flexible hours when necessary or as directed. Must be able to travel between tribal facilities and outside the service area for meetings, trainings, and conferences. The noise level in the work environment is usually moderately quiet.

Physical Demands & Mental Competencies
While performing the duties of this job, the employee is regularly required to talk or hear, and sit at a desk working on a computer or completing paperwork. The employee may be required to occasionally walk, stand, climb, push, reach, grasp, kneel, stoop, and/or perform repetitive motions. The employee is regularly required to use hand to finger, handle, feel, reach with hands and arms, and smell. The employee must be able to regularly lift and/or move up to 10 pounds. Specific vision abilities required by this job include close vision.
This employee must be able to concentrate for long periods of time; identify and apply appropriate, reliable, and verifiable measurements to analyze data for a given purpose and intended use; identify, access and apply relevant professional frameworks, standards, and guidance, as well as other information for analysis and to make informed decisions; and identify and utilize relevant technology and tools to analyze data, efficiently and effectively perform assigned tasks as well as support other competencies.

General Description
The Delaware Tribe of Indians is seeking a dedicated and organized Part-Time Assistant to support the Cultural Education Director in preserving, promoting, and education others about the rich cultural heritage of the Delaware Tribe. The Assistant will provide administrative support, assist with the planning and execution of cultural programs and events, and serve as a liaison between the Cultural Education Director and other stakeholders.

Qualifications

  • Minimum requirement of a High-School Diploma/GED (Some college coursework in education, history, anthropology, or a related field is preferred)
  • Previous experience in an administrative role, event planning, or community outreach is preferred
  • Familiarity with native American cultures, particularly the Delaware Tribe, is preferred
  • Strong organization skills with attention to details
  • Excellent communication skills, both written and verbal
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) and other relevant software
  • Ability to work independently and as part of a team
  • Knowledge of social media platforms and basic content creation
  • A passion for culture preservation and education

  • Assist with scheduling meetings, workshops, and events relate to cultural education.

  • Assist in planning, organizing, and executing cultural events, workshops, and educational programs.
  • Coordinate logistics for events, including venue setup, materials preparation, and participation communication.
  • Support the promotion of cultural events through social media, newsletters, and other communication channels.
  • Assist in the development and implementation of cultural education programs and initiatives.
  • Research and gather information related to Delaware Tribe history, language, traditions, and other cultural aspects.
  • Help create education materials, such as brochures, handouts, and digital content.
  • Serve as appoint of contact for community members interested in cultural education programs.
  • Assist with outreach efforts to engage tribal members and the boarder community in cultural initiatives.

  • Attend and participate in cultural education meetings and other relevant gatherings.

Historic Preservation Officer

General Description
The Tribal Historic Preservation Officer (THPO) is responsible for the review of all federal and local undertakings that occur within the tribe’s current jurisdiction including the areas where the Delaware Tribe of Indians had a historic presence, which includes properties that may have religious, cultural, or historic significance to Indian tribes.

Qualifications

  • College Degree preferred (but not necessary) in History, Anthropology, Tribal Studies, or similar study with a field school and/or must complete approved Cultural Specialist Program
  • 2 years of historic preservation experience with a professional attitude and appearance
  • Requires a high level of confidentiality, personal integrity, and ability to work on a team
  • Excellent written and verbal communication skills, with the ability to be resourceful and proactive when issues arise

  • Excellent organizational skills and a customer service attitude
  • Familiarity with project management and planning concepts needed. Multitasking and time-management skills are necessary with the ability to prioritize tasks.
  • Requires the ability to use Microsoft Office Suite programs.
  • Must have own transportation and clean driving record- may be required to drive GSA vehicle or tribal vehicle to meeting or training.
  • Must have grant writing and reporting experience.

Duties and Responsibilities

  • Reviews and maintains a variety of reports, records, and other historical documentation.
  • Provides excellent and personal customer service via phone/email.
  • Overseas monitor workforce program and actively searches for new opportunities.
  • The DTHPO shall facilitate inter-tribal cooperation, coordination and deconfliction among the three Delaware Tribes; be responsible for actively participating in the trilateral coalition of tribes (DELAWARE NATION, DELAWARE TRIBE OF INDIANS, and STOCKBRIDGE MUNSEE COMMUNITY) to accomplish all Delaware Tribe of Indians work related to the historic preservation, repatriation, and reburial of our common Ancestors.
  • This position will review all federal undertakings that occur within the tribe’s current jurisdiction and acknowledged aboriginal lands, and any other locations that may have religious, cultural, or historic significance to the DELAWARE TRIBE OF INDIANS. When the department has 2 filled positions a focus can be applied to PA, NY, NJ, MD, DE, MA, CT, IL, IN, OH, VA, and West Virginia; Assists in taking care of historic and natural resources through proper management practices. Partners with outside organizations to acquire and maintain facilities and create, plan, and coordinate attractive programming.
  • Monitors activities associated with heritage resource laws, maintaining up-to-date knowledge of any changes in statutes, regulations or policies that may have an effect on Tribal Governance or programs; Triage projects when necessary to ensure high-risk undertakings receive priority;
  • Helps distinguish the need for consultation with other Tribal Governments as well as consultation with individuals and practitioners, institutions, and state or federal government; Serves as consulting official when consultation is warranted to protect tribal historic preservation interests.
  • Serves as tribal representative and consulting official for developing and negotiating inter-agency bilateral agreements such as MOAs, MOUs, and programmatic agreement to serve program objectives;
  • Serves as in-house expert on Federal Indian Law and Policy; designated liaison with land management agencies such as Park Service and Forest Service;
  • Develops training programs, provides teaching and learning opportunities to citizens and others on a full range of federal and tribal relationships, including pre-history, history, treaty law, summary of important court decisions, and policy review and analysis.
  • Monitor undertakings for inadvertent discovery of human remains; Assist with preparations for reinterment of repatriated Ancestors and cultural items.
  • Prepares appropriate responses to project notifications, including submitting invoices for payments to Historic Preservation Director and Tribe; Other duties as assigned by Director.
