Dedication of the Social Services Building, May 22, 2013

On Wednesday, May 22, the Delaware Tribe of Indians proudly officially opened its new Social Services Building at 166 NE Barbara on the Tribe’s Bartlesville campus. Former chief Dee Ketchum performed the smoke-off ceremony, after which Chief Pechonick and the other members of the Tribal Council were joined by Bartlesville Chamber of Commerce officials for the ribbon-cutting.

We invite tribal members and others to visit this new facility, which includes our Housing, Social Services, Education, and Environmental Programs as well as the Library, Museum, and Archives.

We also want to acknowledge our new Memorial Garden north of the pond across the street from the Social Services building. Thanks to tribal employee Gina Roth and her son Trey for their hard work getting it set up.

General Description
The Department Director provides oversight, supervision, direction of planning and coordination of the program budget, goals & objectives, and staffing. Monitors and assists with the overall implementation of policies and procedures for support of professional staff. Oversight in maintaining compliance related to Tribal, Federal, and State laws, policies, procedures, and regulations. Works as required with child and family agencies, applicable law enforcement and court systems at Tribal, Federal, and State levels.

Qualifications

  • Master’s Degree preferred. Minimum of Bachelor’s Degree in Social Work, Sociology, or Psychology or related field. A degree in Business Administration with management emphasis may substitute at the discretion of Tribal Operations Director. Prefer three (3) years’ experience in social services work in public or private sector.
  • Must have comprehension and understanding of grants, grant reporting, budgets, budget reporting, community/social services program operation, planning, and direction.
  • Must have a minimum of one (1) year experience managing or supervising subordinate staff.
  • Must have comprehension and understanding of the basic principles of Child Support Enforcement, Indian Child Welfare, Domestic Violence Intervention, and civil court proceedings.
  • Must have a minimum of one (1) year experience working in child support enforcement or child welfare case management.
  • Must show literacy, proficiency, and experience in the use of Microsoft Office suite of programs including Outlook. Must possess excellent oral and written communication skills. Must be able to maintain a working relationship with program staff, contract consultants, and court judges & clerks.
  • Must be able to pass a background check (no felony convictions or misdemeanor convictions for offenses relating to children).
  • Must be able to pass an employment drug screen test.
  • Must possess a valid driver’s license and be insurable.

Duties and Responsibilities

  • Directly works with Tribal Operations Manager and Chief Financial Officer in submitting reports to Tribal, Federal, and State officials. Organize and coordinate all aspects of day-to-day operations of department programs.
  • Develop operating budgets for department programs. Work with Human Resources department to hire appropriate staff.
  • Maintain proficiency in all tribal codes, policies, and procedures plus all federal regulations related to department programs. Adhere to all policies and procedures in identifying client needs and directing case management services.
  • Responsible for all programmatic reports to applicable federal and state agencies, the Tribal Manager and Tribal Chief Financial Officer, and the Tribal Council as required.
  • Act as a liaison between Indian families and various service provider agencies.
  • Professionally represent the department and attend various community meetings and events to promote the goals and market the services of the department.
  • Conduct analysis of services provided by various organizations and agencies. Make recommendations and suggestions of new and alternative methods for improving client benefits to the Delaware Tribe senior management and Tribal Council.
  • Prepare all applications for grants and contracts that provide funding for department programs from various federal, state, tribal, or private agencies. Work with staff, senior management, and Tribal Council to submit all applications.
  • Coordinate with Chief Financial Officer to provide grants and contracts compliance with appropriate agencies.
  • Other duties as assigned by the Tribal Operations Manager or Tribal Council related to program aspects of the Department of Family & Children Services and or Tribal Administration.

General Description
EHS Family Service Specialist is responsible for providing family service assistance for families with children enrolled in the Lenape Early Learning Center. FSC has the responsibility for family support services including implementing, coordinating and providing direct case management services to EHS-CC families, developing and implementing partnerships with EHS-CC families including Family Partnership Agreements. Must coordinate/provide training to parents and community agencies; monitor the implementation of social services, parent involvement, volunteer services, and community partnerships and assist with the health and other support services provided to families. In conformance with Head Start Performance Standards, assist families to build on their strengths and develop plans to address areas of concern, including job market assistance, and resource identification. Must demonstrate ability to work effectively with people, possess excellent problem solving, planning, and organizational skills. Be patient, able to resolve conflicts, gentle, kind, creative, resourceful, detail and multi-task orientation with a strong desire to succeed and be able to cope well with stress.

Required Qualifications

  • Minimum requirement of an Associates or Bachelor’s degree in Child Development, Education, or Social Services
  • Or a minimum or 2 years working with or for community outreach programs or nonprofit organizations and must have a working knowledge of local community resources
  • Exceptional customer service skills
  • Knowledge of IEP, ILP and social services for children
  • Exceptional written and verbal communication skills

Delaware Tribe Launches Family and Children Services Division

The Delaware Tribal Council has recently taken steps to reinforce its dedication to preserving and protecting the rights of families and children by creating the Delaware Family and Children Services Division (DFCS).
The newly-formed Division was created to provide one central unit of services, said Chief Chet Brooks. “The Tribal Council has always been committed to providing as many services as possible to protect our families. The decision to create a division allows us to provide all available services under one umbrella which in turn, will allow our staff to ensure each family receives comprehensive services.”
According to the Chief, the Division includes such programs as Delaware Child Support Services, Indian Child Welfare, and the newly-funded Delaware Domestic Violence Prevention Office.
The Division is overseen by Aimee Turner, Director. Ms. Turner began her employment with the Delaware Tribe of Indians in October 2017, and comes to the Tribe with a vast amount of experience in children’s and social programs. “In the short time she’s been at the Tribe, Ms. Turner has already began organizing the three existing programs in such a manner as to provide the most effective services for our tribal members,” Chief Brooks said. “In addition, she is currently undertaking a review of available resources to provide additional services and we expect to make additions in the near future.”
According to Turner, the Child Support Services program is in its infancy but already has more than 25 cases in which support is being enforced on behalf of tribal children. More than a dozen of those cases have been initiated in the last few months as tribal members have become more aware of the service, she said.
In addition to child support services, the Division also houses the Indian Child Welfare program. There are more than 40 ongoing cases involving Delaware children throughout the United States and the Delaware Tribe is actively involved in each case.
“It is our responsibility under tribal and federal law, to provide input, guidance and counsel in matters concerning Delaware children who have entered the court system as deprived or children in need of care, regardless of where the child resides,” Turner said. “We are working diligently to provide the necessary services these children need and our goal is to develop additional resources to ensure Delaware children have every opportunity to succeed regardless of their circumstances.”
According to Turner, the Division will be evaluating available resources, including partnerships with other agencies, and implementing new techniques to provide holistic services to children who are impacted by physical and emotional abuse, drugs or alcohol, or other social impediments which affect today’s families.
The third program under the Delaware Family and Children Services Division is the newly-funded and -developed Domestic Violence Prevention program. The Tribe was awarded a grant to develop and begin implementation of a comprehensive program to address the legal, emotional and social service needs of victims of domestic violence.
Funding for the program was awarded by the Department of Justice’s Office on Violence Against Women (OVW) in October 2017. The funds were awarded to provide the Tribe

Family & Children Services team preparing for a new year of growthwith financial resources to develop and implement a Domestic Violence Prevention Program which will respond to physical and sexual violence in a manner that promotes safety, emotional and physical well-being, and empowerment.
“We are pleased to be awarded the grant from OVW because we know domestic violence is prominent in today’s society and it is our goal to help as many families as possible to end the cycle of abuse and move toward a path of safe and healthy lives,” Turner said. “The program is currently in the development phase; however, we will begin offering services as soon as possible because we recognize time is of the essence for so many of these families.”
In addition to creating a new division, the Delaware Tribe has added new personnel to the three programs. Joining Turner is Shelby Lacey, who is the finance specialist for the child support program, and Karry Tripp, a case specialist for the division. New positions are expected to be added in the coming months to ensure full staffing for effective and comprehensive services.

General Description:

Position involves monitoring, disbursing, and collecting child support payments received by the Delaware Tribe’s Child Support Services (CSS) program. Position requires ability to properly process received CSS payments and disburse collections expeditiously. Must complete complex child support calculations and certify accounts accurately to clients, courts, and attorneys involving other state and Tribal jurisdictions may be necessary.

In addition to the financial obligations, the position will also serve as the primary receptionist/office coordinator for the CSS department.

Qualifications:

Associate’s Degree in Business Administration, Accounting, Finance or other business related field is required. Five years experience in related field may be considered as substitute for degree. A minimum of two years’ experience in social services or accounting is required. Paralegal education may be substituted for required experience. Requires proficient ability to read court orders, assess/evaluate legal documents, and enforce child support guidelines.

Must have the ability to comprehend and interpret a variety of documents which may include tax forms, expense reports, case records, statutes, statistics, etc. ability to interact tactfully and positively with Tribal members and all levels of staff in a culturally diverse environment, experience dealing with individuals in crisis including strong customer service skills and the ability to defuse tense situations. Do you need help getting your child support payment?

Are you having trouble with the state courts or collection office?

The Delaware Tribe Child Support Services (DTCSS) is now taking applications from tribal and other Native American applicants in our service area. We are here to help establish and enforce a Child Support Order through the Delaware Tribal Court. We can also have your case transferred from a state or other tribal court jurisdiction.

We can help:

  • Establish paternity,
  • Locate missing parties
  • Collect and disburse payments
  • Enforce court orders
  • Modify orders to meet changing needs and income

DTCSS does not provide an attorney or other social services. We can refer applicants to existing resources to assist in supporting children and families. We bring native cultural sensitivity and values to our services. Our goal is to promote functional co-parenting relationships that provide financial support, family stability, and positive child development.

General Guidelines

Update: As of April 30, 2021, Community Services Committee voted and approved to remove the requirement “Verification of Income” from the Community Services Applications. You will no longer need to provide any income verification, such as a paycheck stub or social security letters. However, this does NOT apply to LIHEAP!

Apply to all Community Services Programs (unless otherwise stated within a program description)

  1. All registered Delaware Tribal members are eligible to apply for assistance to any Tribal Program for which they qualify.
  2. Non-tribal members are not eligible for services.
  3. Only one request is allowed per calendar year, per tribal member, with the exception of Elder Prescription, which may be applied for each month.
  4. A completed application must be submitted and signed for each program request. If more than one family member is applying for assistance, an application for each must be submitted.
  5. All payments are made to the vendor or service provider.
  6. All applications must include a copy of the bill, receipt or estimate of cost.
  7. All programs are based on funding availability.
  8. Include a short statement about situation for which assistance is requested.

Attention: As of FY2024, Only one (1) Community Service Application is allowed per tribal member, per calendar year, with the exception of Elder Prescription, which can be applied for monthly.

Burial Program:
Burial assistance for Delaware tribal members. The family may apply for up to $750. The funds may be applied to expenses as is most beneficial to the family (i.e., funeral services, meals, wake, grave marker etc.). Documentation must be provided, including death certificate. Payment will be made as designated by the immediate family.

Medical Assistance:
Assistance to pay medical bills, including but not limited to medical equipment (purchase or rental), home health care, pharmacy, etc. not to exceed $300. Payment for services will be made to the vendor.

Emergency Travel:
Medical transportation services for Delaware tribal members to include, but not limited to, health transportation costs, assistance and/or other related costs. One-time assistance not to exceed $200. Emergency travel designated as personal health, physician’s statement of need must be submitted, death of family member (parent, brother, sister or grandparent), death certificate or obituary must be submitted prior to approval.

Emergency Assistance:
Emergency assistance to Delaware tribal members. Funds are to be used for emergency situations. Applicants must utilize all other community resources prior to application. Funds are allocated up to $400 and will be disbursed as determined by the Community Service Committee on a case-by-case basis.

Elders Program, Prescription Medication Assistance:
Prescription medication assistance to Delaware elders age 55 and over for pharmacy and related cost. Funds may be disbursed to vendors or to Elders on a monthly basis not to exceed $75 per month.

Optical Assistance:
Provides assistance for optical services to Delaware Tribal Members. Funds may be used for services, including glasses, physician’s visit or related costs up to $200 annually. Funds are allocated up to $200 and will be disbursed as determined by the Community Service Committee on a case-by-case basis.

Rental or Mortgage Assistance::
Provides emergency rental/mortgage assistance to Delaware Tribal Members on a one time basis per calendar year. The amount of assistance that can be approved is limited to $400. Approval of application must be obtained prior to service payment. Payments are made to the vendor or provider of services. Eviction notice and/or other documentation must be submitted with the application. The Tribal Member’s name must be on the rental/lease contract or mortgage bill.

Dental Assistance:
Provides assistance for dental services up to $300. Services may include tooth repair, dental fillings, dentures or emergency services. Routine dental exams and cleaning are not covered. Payment will be made to the vendor and not the tribal member.

Tribal Member Curtis Zunigha Selected for 2021 AARP Oklahoma Indian Elder Honors

Curtis Zunigha, 68, is a 5th-generation resident of Washington County, OK whose Delaware Indian ancestors arrived in Indian Territory in 1867. He is an enrolled member of the Delaware Tribe of Indians based in Bartlesville. (www.delawaretribe.org) He is currently employed at the Delaware Tribe Cultural Center and is a practitioner of Delaware/Lenape history, culture, language, customs & traditions.

Beginning in 1984 his tribal service has included various roles in managing Operations, Housing, and Social Services. He has also been elected to the Tribal Council (1984-88 and 2004-08). From 1994-1998 Curtis Zunigha was elected and served as the Chief of the Delaware Tribe of Indians. In 1995 Chief Zunigha was appointed by Governor Frank Keating to the Oklahoma Indian Affairs Commission where he served two terms.

Mr. Zunigha has a Bachelor of Business Administration Degree from North Texas State University (1980) and an Associate Degree in Broadcasting from Rogers State College, Oklahoma (1986). From 1988-1995 he was producer/host of “Drum Beats” a Native American community affairs television program on KXON-TV at Rogers State College in Claremore. Curtis served as the Manager of the American Indian/Alaska Native Population Program for the U.S. Census Bureau in Washington, D.C, during the 2010 Census. He also serves as a Co-Director of the Lenape Center (www.thelenapecenter.com) a non-profit arts & culture organization based in New York City.

Curtis Zunigha is third-generation U.S. military veteran having served in the U.S. Air Force (1972-78). Today he is a member of the Lenape Veterans Color Guard and Lenape Gourd Dance Society.
